Öğretmen Yetiştirme Programlarında Eğitim Politikası Reformu: MÖDKÖ (Mülteci Öğrencilere Dil ve Konu Öğretimi) İnfüzyonu Modeli

Abstract

2011 yılında Suriye'de başlayan iç savaşın ardından Suriyeli mülteciler büyük kitleler halinde Türkiye'ye sığınmışlardır. İstatistikler, Türkiye'de barınan mültecilerin yarıya yakınının 0-18 yaş arası okul çağındaki çocuklar olduğunu göstermektedir. Türkiye devleti, ilk etapta mülteci kamplarında Arapça ağırlıklı ve uyarlanmış Suriye müfredatı ile eğitim vererek bu çocukların eğitim ihtiyaçlarını karşılamıştır. Ancak son yıllarda mülteci ailelerin mülteci kamplarından ayrılıp şehir merkezlerinde yaşamaya başlamasıyla birlikte mülteci çocuklar Türkçe eğitim veren ve Türkiye müfredatını kullanan devlet okullarına nakil olmuşlardır. Bu okullarda mülteci öğrenciler büyük akademik zorluklar yaşamaktadır ve bu yüzden, birçok mülteci öğrenci 12 yıllık zorunlu eğitim süresini tamamlayamadan okulu bırakmaktadır. Bu durumun bir nedeni, öğretmenlerin bu öğrenci grubuna ders verme konusundaki yetersizlikleridir. Millî Eğitim Bakanlığı öğretmenlerin yeterliliklerini artırmak için mülteci öğrencilerin yoğun olduğu devlet okullarındaki öğretmenlere hizmet içi eğitimler verse de bu eğitimler uzun vadeli ve sürdürülebilir bir çözüm sunma konusunda yetersiz kalmaktadır. Bu çalışma, mülteci öğrencilerin akademik başarısını arttırabilecek sürdürülebilir bir çözüm için bu eğitimlerin hizmet öncesi dönemde alınması gerektiğini savunmaktadır. Bunun gerçekleşmesi için ise Türkiye'deki tüm öğretmen yetiştirme programlarında uygulanmak üzere yeni bir model olan MÖDKÖ (Mülteci Öğrencilere Dil ve Konu Öğretimi) infüzyonu modelinin benimsenmesi gerekir. Bu politika modeli Florida'nın "ESOL (İngilizceden Farklı Dilleri Konuşanların) infüzyonu" modelinden uyarlanarak hazırlanmıştır.

Educational Policy Reform at Teacher Education Programs: The MODKO (Teaching Language and Content to Refugee Students) Infusion Model

Abstract

Syrian refugees influxed in big masses to Turkey after the Syrian civil war in 2011. Statistics show that nearly half of the refugees in Turkey are children between the ages of 0-18. Turkiye met these children’s educational needs by initially providing them Arabic-intensive education in refugee camps. However, as refugee families moved from the refugee camps to city centers, refugee children have transferred to Turkish-only public schools. In these schools, refugee students experience great academic difficulties, and several refugee students drop out of schools before completing the 12-year compulsory education. One reason for this situation is that mainstream teachers are not qualified enough to teach this student population. To increase teachers’ efficiencies, the Turkish Ministry of National Education offered training to in-service teachers at public schools where Syrian refugee students were highly populated. However, the training could not offer a sustainable and long-term solution because these teacher trainings should start at higher education for a sustainable solution. Thus, there is a need for a new model, i.e. TLCRS (Teaching Language and Content to Refugee Students) infusion model, to be implemented in all teacher education programs in Turkey. This policy model was adopted from Florida's "ESOL (English to Speakers of Other Languages) infusion" model.
