Mesleki ve Teknik Ortaöğretimde Paradigma Değişimi için Yeni Bir Adım: Eğitim Programlarının Güncellenmesi

Abstract

Mesleki ve teknik eğitim iş piyasasının talep ettiği becerilere sahip insan kaynağı yetiştirmektedir. Bu nedenle mezunların istihdam imkânları her şeyden önce eğitim ve iş piyasası ilişki boyutu ile doğrudan ilişkilidir. Sosyoekonomik ihtiyaçlara duyarlı ve iş piyasasının taleplerini karşılayabilen güçlü bir mesleki ve teknik eğitim sisteminin kalıcı olması sürekli değişen ihtiyaçlara uyum sağlama kabiliyetine bağlıdır. Türkiye’de 2023 Eğitim Vizyonu sonrasında önemli bir iyileştirme sürecine giren mesleki ve teknik eğitimde eğitim programlarının ihtiyaçlara göre sürekli güncellenmesi mesleki eğitimin dinamizminin önemli bir boyutunu oluşturmaktadır. Özellikle otomasyon ve yapay zeka teknolojilerinin yaygınlaşması, mesleğe özgü spesifik eğitimden ziyade akademik ve genel becerilere ağırlık veren ve mesleğe daha genel yaklaşan meslek eğitimi gündeme getirmiştir. Milli Eğitim Bakanlığı bu kapsamda önemli bir dönüşümü gündemine almıştır. Akademik ve genel becerileri odağına alan program güncelleme çalışması kapsamında mesleki ve teknik Anadolu liselerinin haftalık ders çizelgeleri ve çerçeve öğretim programlarında geniş bir revizyon çalışması gerçekleştirilmiştir. Bu çalışmada mesleki ve teknik ortaöğretimde güncellenen eğitim programları detaylı olarak incelenmekte ve geliştirilen yeni programın üst politika belgelerinde ifade edilen hedeflerle uyumu değerlendirilmektedir. Çalışma nitel araştırma deseninde tasarlanmıştır ve verilerin analizinde doküman inceleme yöntemi kullanılmıştır. Çalışmada elde edilen bulgular, yapılan revizyon çalışmasının 2023 Eğitim Vizyonu ve 11. Kalkınma Planı olmak üzere üst politika belgelerindeki hedeflerle uyumlu olduğu ve 2014 yılında yürürlüğe giren mesleki ve teknik Anadolu lisesi eğitim programlarında birçok yapısal değişikliği beraberinde getirdiğini göstermektedir. Bu değişimler iş dünyası ile güçlü bağlara sahip, bireysel ve bölgesel ihtiyaçlara duyarlı, öğrencilerin hem akademik ve genel hem de mesleki becerilerinin gelişimine odaklanan bir mesleki ve teknik ortaöğretim sisteminin oluşmasına destek olacak niteliktedir. Bulgular doğrultusunda mesleki ve teknik eğitimde yapılan iyileştirme çalışmalarının kalıcı olabilmesi için öneriler geliştirilmiştir.
