Ankara’da Blokzincir Tabanlı Arazi Kayıt Sistemi Kullanımı

Abstract

2009 yılında piyasaya çıkan Bitcoin kripto para biriminin temelinde yer alan blokzincir teknolojisi vadettiği avantajlar sebebiyle birçok uygulamada kullanılmaya başlanmıştır. Blokzincir teknolojisi; gıda takibi, tedarik zinciri yönetimi, nesnelerin internet, otonom sistemler gibi birçok uygulama alanında kendisine yer bulmaktadır. Bu uygulama alanlarından biri de arazi kayıt sistemleridir. Dünyadaki örneklere bakıldığında birçok ülkenin mevcut arazi kayıt işlemleri için blokzincir teknolojisine yatırım yaptığı görülmektedir. Türkiye’deki mevcut arazi kayıt sürecini incelediğimizde de özellikle tapu sicil dairelerine beyan edilen satış değerinin gerçekleşenden düşük gösterilmesi gibi sorunlar olduğu gözlemlenmektedir. Bunun temelinde, mülk sahiplerinin değer artış vergisinden kaçınmak istemeleri yatmaktadır. Değer artış vergisinin doğru belirlenmesi, devletin bölgelere yapmış olduğu yatırımların tüm vatandaşlara eşit şekilde dönüşünün sağlanması açısından kritik öneme sahiptir. Bu çalışmada, Türkiye’deki mevcut arazi kayıt süreçlerine uygun blokzincir tabanlı bir arazi kayıt sisteminin oluşturulması ve oluşturulan arazi kayıt sisteminin Ankara-Çankaya bölgesinde kullanımı ve elde edilen sonuçlar anlatılacaktır. Çalışma kapsamında yalnızca arsa alanları üzerinde çalışılmış; konut ve işyeri mülkleri kapsama dâhil edilmemiştir.

Blockchain-Based Land Registry System Usage in Turkey-Ankara

Abstract

Blockchain technology, which is the basis of the Bitcoin cryptocurrency, which was released in 2009, has started to be used in many applications due to the advantages it promises. Blockchain technology; It finds its place in many application areas such as food tracking, supply chain management, internet of things, autonomous systems. One of these application areas is land registration systems. Looking at the examples in the world, it is seen that many countries have invested in blockchain technology for existing land registration transactions. When we examine the current land registration process in Turkey, it is observed that there are problems such as showing the sales value declared to the land registry offices lower than the actual one. At the root of this is the desire of property owners to avoid the value increase tax. The correct determination of the value increase tax is of critical importance in terms of ensuring that the investments made by the state in the regions are returned equally to all citizens. In this study, the creation of a blockchain-based land registration system in accordance with the existing land registration processes in Turkey and the use of the created land registration system in the Ankara-Çankaya region and the results obtained will be explained. Within the scope of the study, only the land areas were included; it has been decided to exclude residential and workplace properties from the scope.
