Journal of Economics Public Finance Business (JEPFB) aims to contribute to the academic world by publishing theoretical and applied original articles in the fields of economics, business administration, finance and social sciences related to these sciences.

Article Writing Rules

IMPORTANT NOTE: As of 2023, at least 750 words of "Extended Abstract" will be requested from the articles whose written language is Turkish. In the event that the articles submitted before 2023 and whose process is in progress are accepted for publication, the extended abstract in English will be added at the time of publication.



1.Journal of Economics Public Finance Business is a refereed journal and is published twice a year, every 6 months. Articles can be sent in Turkish and English languages.

2. Original studies in the social sciences are published in the journal.


3. Articles submitted to the Journal of Economics Public Finance Business should not have been published anywhere before and should not be submitted to another printed / electronic medium for publication. In the event that the articles submitted to the Journal of Economics Public Finance Business and / or taken into the referee process are sent to another channel and it is determined that the same or similar has been published before, the process is canceled.

4. The articles are evaluated through “Dergipark Article Application System (https://dergipark.org.tr/emid).

5. Articles submitted to the Journal of Economics Public Finance Business are primarily subject to preliminary examination in terms of form and content. Articles that are suitable in terms of form and content are presented to the editorial board for the appointment of the referee. Whether the articles sent to the Journal of Economics Public Finance Business will enter the refereeing process will be concluded within 4 weeks.

6. If it is found appropriate to the articles anonymously reviewed by the Editorial Board, the referee / s are appointed. Each article is sent to at least two referees as an anonymous text. If one of the referee reports is positive and the other is negative, it is sent to the third referee for reporting. If two referee reports are negative, the article is rejected without referring to the third referee report.


7. In line with the reports from the referee (s), it is decided to publish the article, to request correction, additional information and shortening from the author (s) within the framework of the report, and to notify the author (s).

8. If a correction is requested for the article, the correction should be made within the time specified by the editor and submitted to the editorial board. Otherwise, the work will be removed from the process as an editor.

9. The type of the article (Research, case report, review etc.) should be specified in the application of the articles sent to the Journal of Economics Public Finance Business .

10. If the original language of the article is Turkish, Turkish title, Turkish abstract, English title, abstract in English, if the original language of the article is English, English title, English abstract, Turkish title, Turkish abstract should be included. In Abstract / Abstract writing; Care should be taken to include purpose, method, findings and outcome information. Keywords should be written under the Abstract / Abstract sections. Abbreviation should not be used in Öz / Abstract writing. Abstract / Abstract sections should not exceed 200 words. The title of the article should be written in 12 font size, capital letters, bold and centered on the page. Abstract / Abstract titles should be written in 10 font size, initial letters should be capitalized, other letters should be small, bold and left aligned. The Abstract / Abstract should fit on one page and the “Introduction” section should start from the other page. The study has been previously presented, if it was produced from a project or thesis, etc. Necessary explanation should be made by placing a footnote (*) at the end of the article title.

11. AArticles in the field of JEL must be classified into 3 JELs (Journal of Economic Literature). http://www.aeaweb.org/econlit/jelCodes.php can be used for gel classifications that should be selected according to the article's topic. JEL classification is located under the Turkish and English abstracts (with Keywords: and Keywords: headings).

12. When applying to the "Dergipark Article Application System", the contact form, copyright and declaration form are filled in. These forms are available on the website of our journal and on the application system.

13. Names and surnames of the author/authors should be written under the title of the article, aligned to the right, and the title, institution, e-mail and ORCID information should be included in the footnote by adding a footnote.


14. Bibliography and footnote editing of all articles; It should be written in accordance with the writing principles stated in "The Publication Manual of the American Psychological Association (5th edition), 2001" published by the American Psychological Association (APA). This resource is available on the website of our journal.

15. Submitted articles should be written in 6nk and single-spaced before and after. The page limit for articles is set to 35 pages, but in special cases, the editor can be contacted. The article should be prepared in 12 point Times New Roman and Turkish font. The page structure should be written by leaving 2 cm from the bottom, top, right and left, 0.5 cm from the left and justified on both sides.

16. Title classification in the text is done with numbers. 1, 1.1., 1.1.1 .; 2., 2.1., 2.1.1., 3., 3.1., 3.1.1. as. The number of 'Login' will not be numbered. Turkish and English main titles (Times New Roman, 12 pt, bold and centered)

17. In the article, the page number should be indicated, in the lower middle part.

18. In articles sent for publication, paragraph indents should not be included in the text and titles.

19. Articles, graphics and tables must be in accordance with the format specified by the journal. Footnotes, graphics and tables should be placed as much as possible on the page cited or immediately thereafter. The notes under the graphics and tables should aim to make these materials understandable regardless of the main text. The title of the table and figure should be written in left order, bold and numbered order (such as "Table 1:" or "Figure 5:"). Table and figure titles should be written in italics (Example: Table 1: 1989–2016 Public Investment Expenditures). Tables and figures should be left-justified and text wrapping should be off. "Notes" written under the table should be written in italics.

20. Each annex in the article should be given on separate pages after the bibliography. Titles should be written in bold, uppercase and left-aligned (such as "ANNEX 1:").


21. Citations should be made in the text using the conjunction method. Explanation notes should be stated as footnotes and 10 points below the page. References in the text should be made in the form of the surname of the author (s), the year of the source and the page number. If there is no author name, the institution name should be used instead of the author. Sample;


      References in single author publications: (Yaşar, 2016: p. 80).


      Citation in two author publications: (Yağbasan and Akbaş, 2017: p. 42).


      · Citation in three or more publications with authors: (Akbaş et al., 2016: p. 85).


      Reference to more than one source: (Yaşar, 1948: 96; Yağbasan, 2015: p. 69)


      References for the entire source: (Akıncı, 2015)


      References for non-author sources: (TURKSTAT, 2017: p. 95).

For other citation procedures, the source named “The Publication Manual of the American Psychological Association (5th edition), 2001” can be used on our website.

22. If the source is quoted exactly, the page number must be given when referring to the source. While referring to the sources in the Turkish text, "p." or "ss." It should be used (whichever form of representation chosen by the author should be the same throughout the article.). For example Özçelik (2015, p. 182) ...; Özçelik (2015, pp. 182-183). In English texts, "p." or "pp." It should be used. It creates p or pp in the automatic citation system in Word. If an automatic citation system is used, such use is also accepted.

23. If there is an explanation as a footnote in the article and any reference is made in the footnote, this source should also be specified in the bibliography.

24. The source should be written under the title "REFERENCES" and starting from a new page. The names of all authors should be given when writing references. The researcher should write the sources used in his study in alphabetical order of the surname of the author. In the writing of each source, all other lines, except the first line, are written 1 cm inside. When reference is made to more than one work of the same author, the sources are given from old to new according to the publication year. If the author has more than one publication with the same date, letters such as a, b are placed next to the publication date and the sources are separated from each other. Articles should include the starting and ending page number (s) from the source of the article.

If there is more than one author, “&” should be used before writing the last author.

References should be written and organized according to the following examples:

25. In articles, the spelling guide and spelling rules of the Turkish Language Association should be taken as examples. For detailed information, see the web page of the Turkish Language Association: www.tdk.gov.tr . Instead of foreign words, Turkish dictionaries should be used as much as possible. When using unconventional words in Turkish, the foreign language equivalent can be given in parentheses at the first occurrence. Foreign words in the text should be italicized.

26. The English-language parts of the articles sent in English and the English-written parts of the articles sent in Turkish must have undergone a competent language control before submission. Regardless of the content, articles that are insufficient in terms of language are returned/rejected. It is important that the authors pay maximum attention to this issue.

ETHICAL PRINCIPLES
Articles submitted to the journal must comply with research and publication ethics. ICMJE (International Committee of Medical Journal Editors) recommendations and COPE's (Committee on Publication Ethics) International Standards for authors should be taken into consideration while obtaining “Publication Ethics”, “Research Ethics” and “Legal / Special permit document”.

In studies requiring ethical committee permission, information about the permission (board name, date and issue number) should be included in the method section and on the first/last page of the article. The researches requiring the permission of the Ethics Committee are as follows. Any research carried out with qualitative or quantitative approaches that require data collection from participants using survey, interview, focus group work, observation, experiment, interview techniques, Use of humans and animals (including material / data) for experimental or other scientific purposes, Clinical researches on humans, Researches on animals, Retrospective studies in accordance with the law of protection of personal data, For the scales used in data collection, the permission of the scale owner should be obtained and declared in the article. Copyright regulations must be observed for the ideas and works of art used. An ethics committee approval must be obtained for research conducted in all disciplines including social sciences and for clinical and experimental studies on humans and animals, requiring ethical committee decision, and this approval should be stated and documented in the article. Compliance with research and publication ethics should be stated in the article.

The authors are expected to pay attention to the recommendations and standards for publication ethics as determined by the COPE (Committee on Publication Ethics) and the ICMJE (International Committee of Medical Journal Editors). Various ethical irregularities, such as plagiarism, fraudulent data, and use of studies without reference, are absolutely not accepted. In the determination of such a situation, evaluation shall be made within the framework of the rules, standards and principles published by the relevant institutions.

Articles must be original, should not have been previously published and should not have been submitted for publication. In the article, plagiarism should not be done; all studies should be cited and shown in the bibliography. In order to determine the case of plagiarism, articles are controlled using plagiarism programs.

Article authors must have a serious contribution in the process of collecting, analyzing and evaluating the data, and finalization of the study and making it ready for publication. All of the article authors should have read and approved submitted version of article, and any changes including ranking of the authors. Important contributors to the article should be included as a writer, and anyone who has not made a significant contribution to the article should not be included in the list of authors. Those who do not contribute as a writer in the preparation of the article can be given a place in the thank you section.
If a study is the result of a large-scale cooperation, at least one person should be listed as a writer in all the article, those who provided sources should be listed and thanked. After the publication of the article, it should be noted whether there is a situation that would create a conflict of interest in any sense, which could create an academically unacceptable idea of bias, and thus will leave the authors in a trouble.

Compliance with the research and publication ethics of the articles should be considered and The International Committee of Medical Journal Editors (ICMJE) ' recommendations and the international standards of the Committee on Publication Ethics (COPE) must be observed.

PUBLICATION ETHICS
Before submitting the article, it is necessary to carefully read the publication ethics principles / policies and the journal's writing rules, which are prepared in accordance with international standards and principles. The authors declare that they accept these principles and rules when they submit an article to Journal of Economics Public Finance Business

Editors' Tasks
Impartiality
Editors evaluate the articles submitted to the journal according to the contribution of the study to the literature, originality, comprehensibility of the language, appropriateness of the methods and findings, and whether they are within the scope of the journal. In evaluations, the authors' race, religious belief, gender, ethnic origin, political views etc. is ignored.

Privacy
Editors cannot share information about a submitted article with anyone other than the editorial board, referees and publisher. The editor is responsible for the confidentiality of all data and correspondence with referees submitted to the journal.

Conflicts of Interest
The editor does not allow any conflict of interest to occur between the authors, referees and editorial board. Unpublished documents of a work submitted to the journal cannot be used by anyone without the written permission of the author (s).

Publication Decisions
Articles that are in the referee process do not have to be published. Even if the evaluation process is positive, it is determined by the editorial office whether or when the article will be published. An article sent to the journal should not be sent to another journal at the same time or should not be in the evaluation process in another journal. Editors send the articles submitted for publication to at least two referees who are experts in the relevant field for evaluation. Editors decide whether to accept or reject the article based on the result of the referee evaluation process.

Duties of Referees
Contribution to Publication Decisions
The evaluation process of the articles is carried out according to the blind review system, in which the author (s) are not informed about the identities of the referees and the referees are not informed about the identities of the author (s). Articles that comply with the publication policy and writing rules are sent to two referees for evaluation according to the blind review system. Editors decide whether the article will be published within the framework of the reports from the referees. If one referee gives a positive opinion and the other referee gives a negative opinion, the article is sent to a third referee. According to the decision of the third referee, it is decided whether the article will be published or not. The corrections requested by the referees should be made by the author (s). Referees may wish to review the authors' corrections. Journal of Economics Public Finance Business reserves the right to publish, not publish and edit the submitted articles.

Privacy
Due to the double-blind refereeing principle, referees cannot see the name of the author (s) and the authors cannot see the name of the referee. Reviewers and authors should not communicate directly with each other. Referees should not share information about the articles they evaluate with anyone.

Impartiality Principle
Referees should only agree to evaluate articles related to their field of expertise. Referees should not make personal criticisms about the author (s). Evaluations should be made according to objective and scientific criteria and should be related to the content of the study.

Referencing
The referees should inform the editors if they find a significant similarity between another published article within their knowledge and the article sent to the journal. If there is a quotation in the article that is used without reference to a work, it should be reported to the author.

Disclosure and Conflict of Interest
There should be no conflict of interest with the editors, authors or a party. Referees should not accept to evaluate the article in case of conflict of interest. They should not use the information they obtain from the study for personal gain.

Authors' Tasks
Reporting
Authors should objectively present the method of the study, the objective findings obtained and the importance of these findings. The data and findings should be correctly presented in the article. The article should be written in detail and include references to enable others to do similar work. Review articles should be accurate, objective and comprehensive, and editorial opinion and other subjective opinions should be clearly stated. Statements that are untrue or intentionally misrepresented constitute unethical behavior and are unacceptable.

Data Access and Storage
Raw data linked to the article may be requested from the authors for editorial review. If the data is suitable for submission, it should be made available to the public. Data should be retained for a reasonable period of time after publication. Authors must have a document showing that they have the right to use the data and the necessary permissions for research and analysis. Authors must keep data and documents for a minimum of five years.

Originality and Plagiarism
Authors should only publish their original work. Authors must make appropriate citations to the sources and data used in the study. Plagiarism can take various forms, such as making someone else's work look like your own, using part of someone else's work without attribution, or using the results of other studies. Plagiarism of any kind is considered unethical and unacceptable due to publishing principles. The similarity report of the submitted articles is obtained by using the plagiarism program. Articles with a similarity rate of more than 20% are not included in the referee evaluation process.

Multiple, Simultaneous Broadcasts
Submitting the same article to more than one journal at the same time is unacceptable as it is unethical publishing behavior. If certain conditions are met, it may be possible to publish some articles such as clinical guides and translations in several journals. However, the authors and editors of the journal in question must agree that the work may be published in another journal. Evaluation of the data and findings of the study published in the second journal should be as in the previously published journal. The journal that first published the study should be cited.

Article Writing
Article authorship is limited to persons who contributed significantly to the study. All persons who make significant scientific and literary contributions to the work should be named co-authors. If there are others participating in the research process by making technical assistance, writing, editing, these people should be listed. A writer responsible for correspondence with the editor of the journal must be determined. Corresponding author must ensure that all authors are included in the article. All authors mentioned in the article have equal responsibility over the submitted and published articles.

Conflicts of Interest
If there are situations or relationships that may create a conflict of interest regarding the article, it should be explained by the author.

Reference to Sources
Authors should cite all sources used in the study. Authors are responsible for citing references correctly.

Referee Evaluation Process
If a correction is requested by the referees, the authors must make these corrections.

Fundamental Errors in Published Works
When a fundamental error or mistake is detected in a published work, it should be immediately reported to the editors or publisher and corrected or retracted in collaboration with the editor. If editors learn about the fundamental error from a third party, the authors must immediately correct the article, retract it or prove the accuracy of the work to the editors.

The publication process at Journal of Economics Public Finance Business is the basis of the improvement and dissemination of information objectively and respectfully. Therefore, the procedures in this process improve the quality of the studies. Peer-reviewed studies are the ones that support and materialize the scientific method. At this point, it is of utmost importance that all parties included in the publication process (authors, readers and researchers, publishers, reviewers, and editors) comply with the standards of ethical considerations. In terms of ethical rules; the situations requiring Ethics Committee Permission for the researches to be evaluated in the journal are as follows:

Any research carried out with qualitative or quantitative approaches that require data collection from participants using survey, interview, focus group work, observation, experiment, interview techniques,
Use of humans and animals (including material/data) for experimental or other scientific purposes,
Clinical researches on humans,
Researches on animals,
Retrospective studies in accordance with the law of protection of personal data.
In this context, in the studies to be evaluated in our journal;

It should be noted that the copyright regulations are complied with for the ideas and works of art used.


Compliance with the research and publication ethics of the articles should be considered and The International Committee of Medical Journal Editors (ICMJE) ' recommendations and the international standards of the Committee on Publication Ethics (COPE) must be observed.


The Evaluation Process of the articles submitted to the journal is as follows:

1. The articles which are sent to the journal must have never been published anywhere and have not been sent for publication. When this situation is ascertained, the article evaluation process is canceled. The revised version of the works published in the proceeding books of symposium, congress etc. may be published on condition that this is mentioned in the article.

2. The journal’s editorial review is up to 15 days. The evaluation of the referees is expected to take an average of 30 days.

3. The submitted articles must be prepared in accordance with the writing rules of journal.

4. Submitted articles are reviewed through plagiarism prevention program before publishing. The articles that exceeded 20% of the results of the scan are rejected.


5. The submitted articles are primarily evaluated by the editor(s) in terms of purpose, scope, form and content.

6. The evaluation process of the articles is based on a double-blind review which uses that both the reviewer and author(s) identities are concealed from the reviewers, and vice versa, throughout the review process (Double-Blind Peer Review).

7. The articles that comply with the publication policy and the writing rules are sent to two referees to be evaluated.

8. It is decided whether or not the article will be published within the framework of reports from the referees.

9. If a referee has a positive view and the other has a negative view, the article will be sent to a third referee. According to the decision of the third referee, it is decided whether or not the article will be published.

10. If proofreading or editing is requested by the referees, the corrections required must be made by the author (s). If requested, the corrections made are reviewed by the referees.

11. Journal of Economics Public Finance Business has right to publish or not and correct the submitted articles.

The legal responsibility related to articles published in Journal of Economics Public Finance Business belongs to relevant author(s).

All parties involved in the publishing process (Editors, Reviewers, Authors and Publishers) are expected to agree on the following ethical principles.

All submissions must be original, unpublished (including as full text in conference proceedings), and not under the review of any other publication synchronously. Each manuscript is reviewed by one of the editors and at least two referees under double-blind peer review process. Plagiarism, duplication, fraud authorship/denied authorship, research/data fabrication, salami slicing/salami publication, breaching of copyrights, prevailing conflict of interest are unnethical behaviors. All manuscripts not in accordance with the accepted ethical standards will be removed from the publication. This also contains any possible malpractice discovered after the publication. In accordance with the code of conduct we will report any cases of suspected plagiarism or duplicate publishing.


Journal of Economics Public Finance Business adheres to the highest standards in research ethics and follows the principles of international research ethics as defined below. The authors are responsible for the compliance of the manuscripts with the ethical rules.

- Principles of integrity, quality and transparency should be sustained in designing the research, reviewing the design and conducting the research.
- The research team and participants should be fully informed about the aim, methods, possible uses and requirements of the research and risks of participation in research.
- The confidentiality of the information provided by the research participants and the confidentiality of the respondents should be ensured. The research should be designed to protect the autonomy and dignity of the participants.
- Research participants should participate in the research voluntarily, not under any coercion.
- Any possible harm to participants must be avoided. The research should be planned in such a way that the participants are not at risk.
- The independence of research must be clear; and any conflict of interest or must be disclosed.
- In experimental studies with human subjects, written informed consent of the participants who decide to participate in the research must be obtained. In the case of children and those under wardship or with confirmed insanity, legal custodian’s assent must be obtained.
- If the study is to be carried out in any institution or organization, approval must be obtained from this institution or organization.
- In studies with human subject, it must be noted in the method’s section of the manuscript that the informed consent of the participants and ethics committee approval from the institution where the study has been conducted have been obtained.
