From the past to the present, there are many institutions and organizations have emerged in order to train civil servant who needed in administration of Ottoman Empire and Turkish Republic history. These institutions and organizations have been transformed from the period of the Seljuk Empire until these days. The technique of Education has changed so much in the process that it reaches to the understanding of Public Administration Education today. In the Ottoman Empire, technical knowledge was not only used but also technical knowledge was used as a practical tool. However, it is known that this process has to be repeated in the same way as practical. When we are looking to the period of Ottoman Empire, the Enderun Schools, which were established to train only civil servants with the Devshirme system, continue to presenting their footsteps in today's public administration. In addition to the Enderun School that undertook the task of raising managers for the state during the rising period of Ottoman Empire , educational institutions were also established to meet the personnel needs of the Ottoman Empire in various fields such as the Bâb-ı Ali Mektebi and Bâb-ı Defterdari Mektebi. Especially the need for public personnel has also increased after World War II. For this reason, Turkey and the Middle East Public Administration Institute was established in 1952 in order to ensure the development of education in this direction. The main purpose of this institution was to train public personnel and to provide training in order to improve the performance of the staff. Over time, this institution has contributed to this area by developing itself and doing important academic studies on public administration. These high institutions that were opened to educate the public personnel in Turkish administration history have increased in line with the needs of the time and have taken its final form today. After the Institute of Public Administration in Turkey and Middle East, the most important institution was Ankara University Faculty of Political Sciences. In its early years, the Faculty of Political Sciences, which was named as the Faculty of law, today performs important studies in both political science and Management Science. Subsequently, the departments opened in universities established within the legal framework provided the training of public personnel.
In this study, the historical process of the raising civil servants to state institutions will be examined and an evaluation will be made on the employment procedures of civil servants. in this evaluation, the historical process investigated will be divided into 'pre-Republic' and 'post-Republic'. At this point, it will be mentioned which methods the Ottoman state followed when employing public personnel and which educational institutions operate in the field of Public Administration Education. After the Republic, it will be mentioned how the institutions providing public administration education increased and improved academically. In order to make this assessment, first of all, the quality of public administration education in Turkey, from past to present evolution of training institutions opened for this purpose and the criteria taken into consideration in making the training and promotions of civil servants will be examined in detail during the ongoing process. After the Republic period, the most important criterion we encountered as the method of employing public personnel was the examination. This examination system is first seen as a civil servant examination. The public officers ' examination was then changed and named the public personnel selection exam. This exam is not only the name of the public personnel selection exam when the name of the content has changed. The basis of this examination, which is mentioned in detail in the content of the study, is the general regulation on the examinations to be held for the first time to be appointed to public duties. In the continuation of the study, this regulation will be examined and the groups of the examination will be mentioned. Lastly, the content of the Public Personnel Selection Examination (PPSE), which is the most important selection and evaluation tool used in the employment of civil servants in Turkish Republic, will be examined thoroughly to find out competence degree of the exam questions. As a result of these evaluations, the content of the public administration education process in Turkey and the content of the Civil Servant Selection Examination is going to be examined comparatively in the context of the questions.
Finally, after examining the historical processes of Public Administration Education, the process of employing public personnel will also be evaluated. The reason for the evaluation of these two processes together is to take a look at how technical training works in practice.
