Ageing Population’s Impact on Public Social Expenditures: An Analysis of Selected OECD Countries (2000-2003)

Abstract

This study examines the impact of the elderly population share on public social expenditures in 36 selected OECD countries for the period 2000–2023 using panel data analysis. Public social expenditures (PSX) and the share of the population aged 65 and over (POP) were obtained from the OECD and SOCX databases. Cross-sectional dependence and stationarity analyses reveal that the variables are stationary at first differences. The Westerlund–Edgerton (2007) LM Bootstrap cointegration test confirms a long-run relationship between POP and PSX. Results from the Emirmahmutoğlu–Köse (2011) causality test indicate a unidirectional causality from POP to PSX at the 1% significance level for the overall panel, whereas no significant causality is found from PSX to POP. The findings suggest that demographic ageing has a statistically significant and positive impact on public social expenditures, underscoring the need to adapt social spending policies to the requirements of ageing populations. The study offers policy recommendations aimed at ensuring fiscal sustainability, including pension system reforms, strengthened targeting mechanisms, and improved efficiency in social spending.

Yaşlanan Nüfusun Kamu Sosyal Harcamaları üzerindeki Etkisi: Seçilmiş OECD Ülkeleri Analizi (2000-2023)

Abstract

Bu çalışma, 2000–2023 döneminde seçilmiş 36 OECD ülkesinde yaşlı nüfus oranının kamu sosyal harcamaları üzerindeki etkisini panel veri analizi yöntemiyle incelemektedir. OECD ve SOCX veri tabanlarından elde edilen kamu sosyal harcamaları (PSX) ile 65 yaş ve üzeri nüfus oranı (POP) değişkenleri kullanılmıştır. Çalışmada öncelikle yatay kesit bağımlılığı ve durağanlık analizleri yapılmış, değişkenlerin birinci farklarında durağan oldukları tespit edilmiştir. Westerlund–Edgerton (2007) LM Bootstrap eşbütünleşme testi sonuçları, POP ve PSX arasında uzun dönemli bir eşbütünleşme ilişkisi olduğunu ortaya koymuştur. Emirmahmutoğlu–Köse (2011) nedensellik testi bulguları, panel genelinde POP’tan PSX’e doğru %1 anlamlılık düzeyinde nedensellik olduğunu göstermektedir. Buna karşın, PSX’ten POP’a doğru panel genelinde anlamlı bir nedensellik bulunmamaktadır. Sonuçlar, demografik yaşlanmanın kamu sosyal harcamaları üzerinde istatistiksel olarak anlamlı ve pozitif bir etkisi olduğunu ortaya koymakta; sosyal harcama politikalarının yaşlanan nüfusun ihtiyaçlarına uyarlanmasının önemini vurgulamaktadır. Çalışma, mali sürdürülebilirliğin sağlanabilmesi için emeklilik sistemlerinde reform, hedefleme mekanizmalarının güçlendirilmesi ve sosyal harcamalarda etkinliğin artırılması yönünde politika önerileri sunmaktadır.
