SOCIAL SECURITY FOR THE POOR: MICROINSURANCE

Abstract

Abstract Though social security is accepted as one of the fundamental human rights under many international agreements, more than half of the world population is still living in a manner deprived of social security. Microinsurance is one of the instruments thought to be effective in meeting the deficits in terms of social security by International Labour Office. Microinsurance is expected to contribute in extending the scope of social security in underdeveloped regions. In line with the objective at issue, microinsurance has different advantages such as closeness to the target group, thereby lower transaction costs, and easy understanding of target group's need, as well. However, lower educational level of target group, lack of information pertaining to the insurance, inadequate financial recourses of microinsurance programs, non-fulfillment of financial sustainability and thereby administrative sustainability constitute the basic obstacles for microinsurance in reaching large masses. It is suggested to raise the target group's conscious regarding to insurance, supply microinsurance applications as supplement for formal social security systems and for different microinsurance providers such as commercial insurers, microfinance institutions, NGO's, cooperatives to operate in cooperation by getting into a partnership. YOKSULLAR İÇİN SOSYAL GÜVENLİK: MİKROSİGORTA

Abstract

Öz Sosyal güvenlik pek çok uluslararası sözleşmede temel insan haklarından biri olarak kabul edilmesine rağmen, halen dünya nüfusunun yarısından fazlası sosyal güvenlikten yoksun olarak yaşamaktadır. ILO tarafından sosyal güvenlik açığının kapatılmasında etkili olacağı düşünülen enstrümanlardan biri de mikrosigortadır. Mikrosigortanın, özellikle az gelişmiş bölgelerde sosyal güvenliğin kapsamının genişletilmesine katkı vermesi beklenmektedir. Söz konusu amaç doğrultusunda mikrosigortanın hedef kitleye yakınlık, yakınlık dolayısıyla işlem maliyetlerinin düşüklüğü, hedef kitlenin ihtiyaçlarının kolay anlaşılabilmesi gibi üstünlükleri de bulunmaktadır. Ancak hedef kitlenin eğitim seviyesinin düşüklüğü, sigorta hakkındaki bilgi eksikliği, mikrosigorta programlarının yeterli finansal kaynaklara sahip olmayışı, finansal sürdürülebilirliğe ve dolayısıyla yönetsel sürdürülebilirliğe ulaşılamamış olması mikrosigortanın geniş kitlelere ulaşmasının önündeki temel engelleri oluşturmaktadır. Söz konusu problemlerin aşılabilmesi için pek çok çalışmada, hedef kitlenin sigortacılık hakkında bilinçlendirilmesi, mikrosigorta uygulamalarının formel sosyal güvenlik sistemlerinin tamamlayıcısı olarak sunulması ve ticari sigorta şirketleri, mikrofinans kuruluşları, sivil toplum kuruluşları, kooperatifler gibi farklı mikrosigorta sağlayıcılarının ortaklıklar oluşturarak işbirliği içinde faaliyet göstermeleri önerilmektedir.
