The Economic Impact of Gold Import Quotas in Turkey: An Analysis on Prices, Current Account Balance, and the Informal Economy (2018–2025)

Abstract

This study provides a multidimensional analysis of the economic impacts of gold import quotas implemented in Turkey as of 2023. It focuses on how such policy interventions have affected external trade balance, domestic gold prices, and informal economic activities. Following the imposition of quota policies, Turkey’s gold import volume declined by approximately 40–50%, resulting in a significant divergence between domestic and international gold prices. The study employs time series data obtained from TÜİK, the Central Bank of Turkey (CBRT), Kitco, and Borsa Istanbul (BIST) to statistically assess the effects of the import restrictions. Using the ARIMA(1,1,1) model, forecasts for 2025–2026 are generated to evaluate the long-term implications of quota continuation. Additionally, qualitative insights are presented regarding the potential rise in unregistered gold trade, smuggling activity along border regions, and structural weaknesses in domestic supply. The study offers policy recommendations and aims to contribute to the broader academic literature on gold market regulation and economic planning under constrained trade environments.

Türkiye’de Altın İthalat Kotalarının Ekonomik Etkisi: Fiyat, Cari Denge ve Kayıt Dışı Ekonomi Üzerine Bir Analiz (2018–2025)

Abstract

Bu çalışma, Türkiye’de 2023 yılı itibarıyla uygulanmaya başlanan altın ithalat kotalarının ekonomik etkilerini çok boyutlu biçimde analiz etmektedir. Özellikle dış ticaret dengesi, iç piyasa fiyatları ve kayıt dışı ekonomi üzerindeki etkiler incelenmiş; politika müdahalelerinin arz-talep dengesi üzerindeki yansımaları detaylı şekilde değerlendirilmiştir. Kota uygulamaları sonucunda altın ithalat hacmi %40–50 oranında azalmış; bu durum, gram altın fiyatlarının uluslararası fiyatlardan belirgin biçimde sapmasına yol açmıştır. Çalışmada, TÜİK, TCMB, Kitco ve BIST gibi kurumlardan elde edilen zaman serisi verileri kullanılarak kota uygulamasının etkileri istatistiksel olarak değerlendirilmiştir. ARIMA(1,1,1) modeliyle 2025–2026 dönemine ilişkin ithalat tahminleri yapılmış, mevcut politikaların sürdürülebilirliği tartışılmıştır. Ayrıca, kayıt dışı ekonomiyle olası ilişkiler nitel bulgular çerçevesinde değerlendirilmiş; kaçak altın girişleri, arz kısıtlılığı ve yerli üretimin yetersizliği gibi başlıklar irdelenmiştir. Çalışma, politika yapıcılara ve piyasa düzenleyicilerine yönelik somut öneriler sunmakta ve altın piyasasının düzenlenmesine dair literatüre katkı sağlamayı hedeflemektedir.
