The OSCE from Helsinki to Astana: An Assessment about the Future of OSCE

Abstract

The CSCE played an important role in the victory of the Western Bloc in the Cold War and maintained its importance after the Cold War as well. However, the fact that most OSCE countries belong to NATO and the EU as well, and that the OSCE in no way figures as a deterrent power militarily, economically, or politically, resulted in the Organization losing credibility among member states. These and similar factors explored in detail in this paper rendered the future of the Organization problematic. Hence the focus of this study: what will the future hold for the OSCE? With this in mind the study begins by discussing the historical roots of the OSCE, followed by analysis of the Organization’s deployments, institutional structuring, and decisions taken since the Cold War, all in the light of the summits it has organized. The last section of the study explores the future of the OSCE and ventures predictions as to whether the Organization will survive.

Helsinki’den Astana’ya Avrupa Güvenlik ve İşbirliği Örgütü (AGİT): AGİT’in Geleceği Üzerine Bir Değerlendirme

Abstract

Batı Bloku’nun Soğuk Savaş’tan galip çıkması noktasında etkin bir rolü olan AGİK süreci, Soğuk Savaş sonrası dönemde de önemini korumaya devam etmiştir. Fakat, AGİT üyesi çoğu ülkenin NATO ve AB’ye üye olmaları, örgütün ekonomik, askeri ve siyasi olarak herhangi bir caydırıcılık gücünün olmaması gibi unsurlar örgütün üyeleri nezdinde itibar kaybetmesine yol açmıştır. Çalışmada ayrıntılı olarak ele alınacak bu ve benzeri sorunlar nedeniyle örgütün geleceği tartışmalı hale gelmiştir. İşte bu noktada çalışmanın temel sorunsalı ortaya çıkmaktadır: AGİT’in geleceği ne olacaktır? Bu kapsamda; çalışmanın ilk bölümünde, AGİT’in tarihsel kökenleri ele alınacaktır. Bu aşamadan sonra örgütün Soğuk Savaş sonrası dönemdeki faaliyetleri, kurumsal yapılanması ve almış olduğu kararlar, düzenlenen zirve toplantıları ışığında, irdelenecektir. Çalışmanın son bölümünde ise AGİT’in geleceği tartışmalarına yer verilecek olup, örgütün varlığını devam ettirip ettiremeyeceği noktasında öngörülerde bulunulacaktır.
