Abstract
İşgücü piyasasına ilişkin temel sorun alanlarından biri olan işsizlik, gelişmişlik düzeylerinden bağımsız bütün ülkelerin mücadele ettiği ve sosyo-ekonomik politikalarına ilişkin eylem planlarında yer verdiği önemli bir gündem maddesidir. Küresel bir mesele olarak görülen işsizliğin sonuçlarından en fazla etkilenen gruplar arasından genç nüfus ise; ülkelerin gelecekteki işgücü potansiyellerinin göstergesi olması bakımından ayrı bir öneme sahiptir. Bununla birlikte genç işgücü potansiyelinin; işsizlik, eğitime devam etmeme ve işgücüne katılmama nedenleriyle kullanılamaması beraberinde önemli sosyo-ekonomik sorunları getirecektir. Genç işsizliğini ve gençlerde ne istihdamda ne de eğitimde yer almama sorununu NEET inceleyen bu çalışma, Aksaray ili örneğinde sorunun boyutlarını ortaya koyarak, alınabilecek önemler üzerine strateji önerileri geliştirilmesini amaçlamaktadır. Bu amaçla Türkiye İş Kurumu, Milli Eğitim, Nüfus ve Sosyal Güvenlik Kurumu il müdürlüklerinden elde edilen verilerden yararlanılarak gençlerde işsizlik ve NEET oranları belirlenmiş, ilgili oranların yaş grupları ve cinsiyete göre dağılımları karşılaştırmalı olarak analiz edilmiştir. Yapılan değerlendirmeler neticesinde ise 2017-2019 Ulusal İstihdam Stratejisi Eylem Planı da dikkate alınarak yerel düzeyde çözüme ilişkin stratejiler geliştirilmiştir

Abstract
Unemployment which is one of the major problem area of the labor market, is an important agenda item that all countries, independent of their level of development, struggle and include in their action plans on socio-economic policies. Among the groups most affected by the results of unemployment, which is seen as a global issue, is the youth population; it is of particular importance for the countries to be an indicator of their future labor potential. However, the potential of youth labor force; unemployment, inability to continue education and not to participate in the labor force will bring along important socio-economic problems. This study, which examines youth unemployment and NEET, examines the dimensions of problems in case of Aksaray, and aims to develop an action plan on the importance that can be taken. For this purpose firstly unemployment and NEET datas from Provincial Directorates Aksaray Employment Agency, Aksaray National Education, Aksaray Population and Aksaray Social Security obtained. And then the distribution by age group and gender of the respective rates were comparatively analyzed. As a result of the evaluations made, strategies for solution at the local level have been developed by taking into account the 2017-2019 National Employment Strategy Action Plan
