21st Century Urban Regeneration on The Axis of Sustainable Development: International/National Approaches and Solutions

Abstract

Urban regeneration is a strategic planning tool that plays a role in contemporary urbanization. In the 21st century, driven by numerous dynamics such as globalization, climate crises, natural disasters and migration patterns, urban regeneration necessitates the restructuring of cities in a sustainable, resilient and inclusive manner. This study aims to develop a model tailored to Turkey that aligns with sustainable development principles, drawing on insights from urban regeneration examples in Europe. The study is structured within the framework of qualitative research methods, incorporating a literature review and case studies. Social integration, a participatory approach, and environmental sustainability criteria have been identified as the core evaluation dynamics. Six housing-focused examples selected from European and Turkish contexts were analyzed using the established criteria. The findings indicate that in European projects, holistic approaches have positive effects on local actor participation and environmental factors, whereas in Turkey, the dimensions of participation and sustainability remain weak. In this regard, the proposed model, by offering a locally sensitive, flexible and multidimensional transformation framework, opens up a discussion on problem areas related to urbanization practices.

21. Yüzyıl Sürdürülebilir Kalkınma Ekseninde Kentsel Dönüşüm: Uluslararası/Ulusal Yaklaşımlar ve Çözüm Önerileri

Öz

Kentsel dönüşüm, çağdaş kentleşmede rol oynayan stratejik bir planlama aracıdır. 21. yy’da kentsel dönüşüm, küreselleşme, iklim krizleri, doğal afetler, göç hareketleri gibi pek çok dinamiğin etkisiyle, kentlerin sürdürülebilir, dirençli ve kapsayıcı biçimde yeniden yapılandırılmasını zorunlu kılmaktadır. Bu çalışma, Avrupa’daki kentsel dönüşüm örneklerinden elde edilen çıkarımlar doğrultusunda, Türkiye’ye özgü, sürdürülebilir kalkınma ilkelerine yönelik uyumlu bir model geliştirmeyi amaçlamaktadır. Çalışma, nitel araştırma yöntemleri çerçevesinde, alanyazın araştırması ve örnek olay incelemesi ile yapılandırılmıştır. Sosyal entegrasyon, katılımcı yaklaşım ve çevresel sürdürülebilirlik kriterleri, temel değerlendirme dinamikleri olarak belirlenmiştir. Avrupa ve Türkiye bağlamlarında seçilen konut odaklı altı örnek, belirlenen kriterler ile incelenmiştir. Bulgular, Avrupa projelerinde bütüncül yaklaşımların yerel aktör katılımcılığı ve çevresel etmenler üzerinde olumlu etkiler yarattığını, Türkiye’de ise katılım ve sürdürülebilirlik boyutlarının zayıf kaldığını göstermektedir. Bu doğrultuda geliştirilen öneri model, yerel bağlama duyarlı, esnek, çok boyutlu bir dönüşüm çerçevesi sunarak, kentleşme pratiklerine dair sorun alanlarını tartışmaya açmaktadır.
