Bölgesel Ticaret Düzenlemelerinin Uluslararası Ticarete Etkileri Destek mi, Köstek mi?

Abstract

Son yıllarda bölgesel ticaret düzenlemelerinde hızlı bir artış gözlemlenmektedir. Bu durum aynı zamanda pazar serbestliği, ayrımcılık yapmama ve en fazla kayırılan ülke ilkeleri üzerine kurulmuş olan Dünya Ticaret Örgütünün çok taraflı ticaret sistemi amacına yönelik bir kaygıyı da beraberinde getirmektedir. Dünya Ticaret Örgütü WTO kaynaklarına göre, 31 Temmuz 2013 itibariyle 575 Bölgesel Ticaret Düzenlemesi RTA bildirimi WTO tarafından kabul edilmiş olup, bunların 379 tanesi yürürlüktedir. RTA’ların sayısındaki artış küreselleşme olgusuyla yakından ilgili olup, küreselleşme ve yerelleşme aynı gerçeğin iki yönü olarak değerlendirilebilir. Bu yükselen eğilim, iş bu makalenin de ana temasını teşkil etmektedir. Küreselleşme ve yerelleşme birbirini tamamlayan süreçler midir yoksa birbiriyle çatışan süreçler mi? Diğer deyişle, bölgesel ticaret düzenlemeleri ideal, entegre olmuş bir uluslararası ekonomi açısından bir destek midir yoksa bir köstek mi?

Abstract

There has been rapid growth in the number of regional trade arrangements/agreements RTAs in recentyears, giving riseto concern sabout there lation ship of these in herently discriminatory agreement stothe WTO multilateral trade system MTS based on the market liberalism, non discrimination and most favorednation principles. According to the WTO sources, as of 31 July 2013, some 575 notifications of RTAs had been received by the GATT/WTO. Of these, 379 were in force. The proliferation of the RTAs has been produced by the forces of globalization. Indeed, regionalization and globalization may be viewed as thet wosides of the samecoin. This in creasing trend causes toraise the central question of this research design: are globalization and regionalization complementary or conflicting developments? In other words, are these regionalarr angements stumbling block sor building blocks for a more integrated and successful international economy?
