HAMAS and International Community Relations in Terms of Exclusivism versus Accommodationism in Post-2006 Palestinian Elections (2006-2010)

Abstract

This paper analyses the impact of the perspective of international community in international system level of analysis in the first four-year period (2006-2010) towards HAMAS after victory in 2006 Palestinian election. In this manner, exclusive and inclusive approaches towards HAMAS will be analyzed. It is observed that HAMAS has foreseen ways to get rid of global isolation. Considering the factors on exclusive and inclusive policies together with the learning organization characteristics, since HAMAS, through experiences and flexibility, can position herself according to the prevailing conditions and develop her discourse and action accordingly, it can be argued that exclusive policy fuels radicalism while inclusive policy leads HAMAS to use political language more than violence and to cooperate with her opponent; but at this point, the primary factor is denouncing violence.

Abstract

Bu çalışmada, sistem düzeyinde 2006 Filistin seçiminden sonraki ilk dört yıllık iktidar döneminde (2006-2010) HAMAS’ın seçim zaferinin uluslararası toplumun HAMAS’a bakışının HAMAS’a ne yönde etkisinin olduğu incelenmektedir. Bu bağlamda HAMAS’a bakışta dışlama ve dâhil etme yaklaşımı ele alınmıştır. HAMAS’ın da 2006 seçimlerinden sonraki ilk dört yılda küresel izolasyondan çıkmanın yollarını araştırmakta olduğu görülmektedir. Dışlama ve dâhil etme yaklaşımlarında süreci etkileyen faktörler ve öğrenen örgüt niteliği göz önüne alındığında HAMAS’ın yaşadıklarından edindiği deneyimler ve esnekliği sayesinde, oluşan duruma uygun şekilde pozisyon alıp söylem ve eylemini bu doğrultuda geliştirdiğinden yola çıkarak, dışlamanın radikalizmi körüklerken dâhil etmenin HAMAS’ın söylemlerinde siyasî ifadelerin şiddet ifadelerine oranla daha fazla yer alması ve rakibiyle koalisyon kurma girişimlerinde bulunmasına yola açtığı; dâhil etme noktasında belirleyici faktörün ise HAMAS’ın şiddeti tamamen bırakması olduğu görülmektedir.
