Abstract

Nowadays, ‘flexibility’, in fact, seems like a magical word for corporations and governments. Corporations use it to protect themselves against market fluctuations and governments use it as a solution for fundamental problems such as unemployment. Thus, most of flexible employment forms have being used and this employment forms have been spread across to so many parts of the world for last several decades. So that, corporations have a workforce that they can dismiss easily in crises periods and governments have low unemployment figures because of such precarious jobs. Yet, the whole of this picture means precarity in work life for workers. This paper introduces a quite new form of flexible employment (zero-hours contracts) and tries to discuss its mean for workers. Yet, comparing with other flexible forms that new kind of flexible employment means a further precarity for employees

BİR HİPER ESNEK İSTİHDAM TÜRÜ OLARAK ‘SIFIR SÜRELİ SÖZLEŞME’: AKIŞKANLARDAN GAZLARA GEÇİŞ Mİ?

Abstract

Günümüzde işletmeler ve de hükümetler için esneklik adeta sihirli bir kelimedir.
İşletmeler piyasa dalgalanmalarına karşı, hükümetler ise işsizlik gibi
temel sorunlara bir çözüm olarak esnekliği öne sürmektedirler. Nitekim son
yirmi – otuz yılda esnek çalışma biçimlerinin birçoğu uygulanmakta ve bu
uygulamalar coğrafi olarak da yaygınlaşmaktadır. Böylece işletmeler kendilerine
ilelebet bağlı olmayan ve kriz anlarında kapı dışarı edilebilecek bir
işgücü edinmiş, hükümetler ise olması gerekenden daha düşük resmi işsizlik
verilerine kavuşmuş durumdadırlar. Ancak tüm bu uygulamaların işçi açısındaki
anlamı güvencesizliktir. Bu makale son yıllarda Birleşik Krallık’ta son
derece yaygın olan yeni bir esneklik biçimini (sıfır süreli sözleşmeleri) tanıtmakta
ve bunun işçiler açısından ne anlama geldiğini tartışmaya çalışmaktadır.
Ancak bu esnek istihdam biçimi, başka biçimlere kıyasla çok daha ileri
bir güvencesizlik türü olarak karşımıza çıkmaktadır.
