ETHICAL PRINCIPLES AND PUBLICATION POLICY

Publication Ethics

The ethical rules and responsibilities listed below have been prepared in accordance with the guidelines and policies published by the Committee on Publication Ethics (COPE).

Ethical Responsibilities of Authors

The ethical responsibilities specified for the author(s) submitting manuscripts to Hazine-i Evrak Journal of Archival and Historical Researches are as follows:

• Authors must ensure that the works they submit are original and have not been previously published elsewhere.
• Any situations and relationships that may constitute a conflict of interest regarding the submitted works must be declared.
• Individuals who have not contributed to the study must not be added to the manuscript as authors.
• The author(s) must accurately cite the sources utilized during the writing of the study in accordance with ethical principles.
• Raw data and information regarding the study under evaluation must be presented when requested.
• The author(s) must state in the articles that research and publication ethics, as well as copyright regulations for intellectual and artistic works, have been complied with.
• When the author(s) notice an error related to their published article during the evaluation or early view stage, they must contact the editorial board to inform, correct, or withdraw the manuscript.

Ethical Duties and Responsibilities of the Editorial Board

• Editors must act in an objective, balanced, and fair manner while performing their duties, without discrimination based on the gender, ethnicity, religion, belief, or geographical origin of the author(s).
• When deciding on the publication of articles, editors must ensure that the articles are original and contribute to the scientific literature, readers, researchers, and practitioners.
• Editors must implement the double-blind peer review and evaluation process policies, which are among the publication policies of the journal, and ensure that each article is evaluated impartially and within the specified period.
• Editors must protect personal data in the evaluated articles, as well as the individual data of authors, reviewers, and readers.
• Editors must accept articles that comply with the objective and scope of the journal and reject those that do not.
• Editors must assign appropriate reviewers to the articles and support an impartial and independent evaluation.
• Editors must pay due attention to ensuring the protection of human and animal rights in the evaluated studies.
• Editors are responsible for rejecting the study in cases where ethical committee approval for the subjects used in the studies or permissions for experimental research are absent.

Reviewer Responsibilities and the Evaluation Process

• Reviewers must only accept the evaluation of studies that fall within their fields of expertise.
• Evaluations must be conducted objectively; manuscripts must be assessed without regard to nationality, gender, religion, or commercial concerns.
• Reviewers must evaluate the article they accepted within the deadline, fill out the evaluation forms completely, and state a definitive opinion about the article.
• In accordance with the principle of confidentiality, reviewers must destroy the studies they have reviewed after the evaluation process.
• Hazine-i Evrak Journal of Archival and Historical Researches applies the principle of Double-Blind Peer Review in the evaluation process. In line with this principle, reviewers cannot communicate directly with the author(s); article evaluation forms and the changes and notes on the manuscript text are conveyed to the author(s) by the editors.
• As a result of the preliminary examination carried out by the editors, studies that do not comply with the "Formatting Guidelines" and "Editorial Principles" are returned to the author or a correction is requested.
• Scientific articles, after being examined according to the publication principles, are evaluated by at least two reviewers in accordance with the "Double-Blind Peer Review" system. If one of the reviewer reports is positive and the other is negative, the text is sent to a third reviewer, or the Editorial Board decides on its publication.

Publication Policy

• Hazine-i Evrak Journal of Archival and Historical Researches accepts scientific studies conducted in fields such as scientific articles based on archives, Archival Studies, History, Historical Archives, Records Management, Electronic Information and Records Management, Cultural History, Diplomatics, etc.
• Hazine-i Evrak Journal of Archival and Historical Researches is an international peer-reviewed journal and is published twice a year (June-December). Articles evaluated by two reviewers and approved for publication in line with the Double-Blind Peer Review principle are published.
• Apart from peer-reviewed articles, publications such as review essays, book promotions, and book reviews are also accepted.
• Hazine-i Evrak Journal of Archival and Historical Researches accepts studies written in Turkish, English, and Arabic. Articles submitted to the journal must not exceed 25 pages, including all content (main text, tables, figures, bibliography, notes, etc.).
• Articles submitted to Hazine-i Evrak Journal of Archival and Historical Researches must not have been published elsewhere or submitted for publication; authors are deemed to have committed to this status upon article submission.
• Articles that do not comply with the editorial principles are not included in the peer review process.
• Valid scientific methods must be followed in the preparation of the article; information such as the subject, purpose, scope, and rationale of the study must be provided adequately and within a specific order.
• The author(s) shall take into consideration the criticisms, suggestions, and evaluations of the Editorial Board or the editor. Authors are expected to comply with the requested corrections meticulously and urgently, and to send the final version of the text within 15 days. Author(s) have the right to object, along with their justifications, if there are points they do not agree with.
• The views adopted in the published articles do not reflect the views of the journal; each study is the responsibility of its author.

If the studies submitted to Hazine-i Evrak Journal of Archival and Historical Researches contain research results that require an "Ethics Committee Decision", a copy of the "Ethics Committee Approval Form" must be uploaded to the system during application.

The submission of the study to Hazine-i Evrak Journal of Archival and Historical Researches is considered an application for the publication of the study.

Hazine-i Evrak Journal of Archival and Historical Researches adopts an open-access approach. No fee is requested from the article authors during the editorial, peer-review, and publication processes of the articles and other works published in the journal.

After passing through the journal's editorial and peer-review processes, the manuscript is made available under the "Early View" option for a final review. After the identified deficiencies and errors are corrected, the new issue of the journal is published.

Open Access Statement

Hazine-i Evrak Journal of Archival and Historical Researches continues its publication life within the context of the open-access principle. Our journal adopts the "Budapest Open Access Initiative", established in 2002, as its open-access policy.
