Principles of the Referee Process

Evaluation Principles

Manuscripts that have not been previously published or are not currently under review for publication in another journal and are approved by each author are accepted for consideration.
Submitted and pre-checked articles are scanned for plagiarism using Ithenticate software.
Hitit Journal of Social Sciences conducts a double blind review process. All manuscripts will first be evaluated by the Editor for suitability to the journal and contribution to the communication literature. Eligible articles are sent to at least two independent expert referees to assess the scientific quality of the article.
The Editor evaluates articles independently of the ethnicity, gender, nationality, religious beliefs and political philosophy of the authors. He/she ensures that manuscripts submitted for publication undergo fair double blind peer review.
The editor does not allow conflicts of interest between authors, associate editors and referees.
The editor is responsible for the final decision regarding the acceptance or rejection of articles. The editor's decision is final.
Editors are not involved in decisions about manuscripts written by themselves or by family members or colleagues, or about products or services in which the editor has an interest. Any such submission is subject to all of the journal's usual procedures.

Evaluation Process Evaluation Principles

Refereeing Type Double Blind
Double-Blinding: After plagiarism check, eligible manuscripts are evaluated by the Editor for originality, methodology, importance of the topic covered and compatibility with the scope of the journal. The Editor ensures that the manuscripts undergo a fair double blind review and, if the manuscript meets the formal requirements, submits the manuscript to the evaluation of at least two referees from Turkey and/or abroad. If the referees deem necessary, they approve the publication of the manuscript after the requested changes are made by the authors.
Review Time Pre-Publication
Author-Referee Interactions: Editors mediate all interactions between reviewers and authors.
Time in Review: The time taken until the first decision is approximately 21 days for research articles that are taken to the referee process for review in Hitit Journal of Social Sciences.
Acceptance Rate: Approximately 40% of the articles received by Hitit Journal of Social Sciences are published. Approximately half of all submissions are rejected in the preliminary review before being sent for peer review.
Plagiarism Check: Yes -Ithenticate scans articles to prevent plagiarism.
Number of Reviewers Reviewing Each Article: Two-Three
Allowable Duration: 21 days. This period can be extended by adding 10 days.
Decision: In order for the article to be accepted for publication by the Editor, at least two referees must make an acceptance decision.
Suspected Ethical Violation: Referees should suspect misconduct in the research or publication.

Editor's Responsibilities
Editors are responsible for every publication in the journal. In the context of this responsibility, editors have the following roles and obligations:

The editor evaluates manuscripts for scholarly content regardless of the authors' ethnicity, gender, citizenship, religious beliefs or political opinions.
The editor endeavors to meet the information needs of readers and authors and ensures the continuous development of the journal to ensure academic integrity.
The Editor conducts fair double-blind peer review of manuscripts submitted for publication and ensures that all information about the submitted manuscripts is kept confidential before publication.
The editor informs reviewers that manuscripts are confidential and that this is a privileged interaction. Reviewers and the editorial board cannot discuss manuscripts with other people. The anonymity of reviewers must be ensured. In certain cases, the editor may share a reviewer's review with other reviewers to clarify a particular point.
The editor is responsible for the content and overall quality of the publication. It is also his/her responsibility to issue a correction note or retraction when necessary.
The editor does not allow any conflict of interest between authors, associate editors and reviewers. He/she has full authority to appoint reviewers and the Editorial Board is responsible for the final decision regarding the publication of manuscripts in the journal.
The editor maintains business processes without compromising intellectual property rights and ethical standards.

Responsibilities of Referees
The quality of publication is directly affected by the "double blind review" of all studies. This process provides confidence through objective and independent evaluation of the publication. The evaluation process of Selçuk Journal of Communication is carried out with the principle of double blind review. Reviewers cannot communicate directly with the authors, and evaluations and comments are communicated through the journal management system. In this process, reviewer comments on evaluation forms and full texts are communicated to the author(s) through the editor. In this context, reviewers are expected to have the following ethical responsibilities:

They should only accept to evaluate studies related to their field of expertise.
Reviewers should not have any conflicts of interest related to the research, authors and/or research funders. If he/she believes that he/she is faced with a conflict of interest during the evaluation process, he/she should refuse to review the study and inform the journal editor.
Reviewers' evaluations should be objective. They should not allow nationality, gender, religious beliefs, political beliefs and commercial concerns to influence the evaluation.
The language and style used by reviewers should not offend the author. They should not make derogatory personal comments containing hostility, slander and insult.
Reviewers should ensure that all information regarding the submitted articles remains confidential until the article is published. In accordance with the principle of confidentiality, the process of evaluating the studies they review

Authors' Responsibilities
Author(s) submitting a study to Hitit Journal of Social Sciences are expected to comply with the following ethical responsibilities:

The work submitted by the author(s) is expected to be original. In case the author(s) utilize other works or use other works, they are required to cite and/or quote them completely and accurately.
Individuals who did not contribute intellectually to the content of the study should not be listed as authors.
All manuscripts submitted for publication must disclose any conflicts of interest and relationships.
The author(s) may be requested to provide raw data on their manuscripts within the framework of the evaluation processes, in such a case, the author(s) should be ready to present the expected data and information to the editorial board and scientific committee.
The author(s) should have a document showing that they have the rights to use the data used, the necessary permissions related to the research/analyses, or the consent of the experimental subjects.
In the event that the author(s) becomes aware of an inaccuracy or error in the published, early view or under review manuscript, the author(s) has the obligation to notify the journal editor or publisher and to cooperate with the editor in correcting or withdrawing the manuscript.
Authors cannot have their work in the submission process of more than one journal at the same time. Each submission can be initiated after the completion of the previous submission. In another journal.

Relations with the Reader
Editors should make decisions by taking into account the expectations of knowledge, skills and experience needed by all readers, researchers and practitioners. They should pay attention to the contribution of the published studies to the readers, researchers, practitioners and scientific literature and that they are original. In addition, editors are obliged to take into account the feedback from readers, researchers and practitioners and to provide explanatory and informative feedback.

Relations with the Author
The duties and responsibilities of editors towards authors are as follows:

Editors should make a positive or negative decision based on the importance, original value, validity, clarity of expression and the aims and objectives of the journal.
Unless there is a serious problem with the manuscript, it should be included in the preliminary evaluation stage.
Editors should not ignore positive referee recommendations unless there is a serious problem with the study.
New editors should not change the decisions made by the previous editor(s) unless there is a serious problem.
The "Blind Review and Evaluation Process" should be published and editors should prevent deviations from the defined processes.
Editors should publish an "Author's Guide" that covers in detail every issue that will be expected of them by the authors. These guidelines should be updated at certain time intervals.
Authors should be notified and returned in an explanatory and informative manner.

Relations with Referees
The duties and responsibilities of the editors towards the reviewers are as follows:

Determine the reviewers in accordance with the subject of the study.
They are obliged to provide the information and guidelines that the reviewers will need during the evaluation phase.
Monitor whether there is a conflict of interest between authors and reviewers.
Keep the identity information of the reviewers confidential in the context of double blind reviewing.
Encourage reviewers to evaluate the manuscript in an impartial, scientific and objective manner.
Evaluate reviewers on criteria such as timeliness and performance.
Determine practices and policies to improve the performance of reviewers.
Take the necessary steps to dynamically update the referee pool.
Prevent unkind and unscientific evaluations.
Take steps to ensure that the referee pool consists of a broad spectrum.

Relations with the Editorial Board
Editors should ensure that all editorial board members carry out the processes in accordance with editorial policies and guidelines. They should inform editorial board members about editorial policies and keep them informed about developments. They should train new editorial board members on editorial policies and provide them with the information they need.

Preliminary Review and Plagiarism Check
The manuscript is reviewed by the editor for compliance with the journal's editorial guidelines, academic writing rules and APA Citation System, and is scanned for plagiarism using iThenticate or Turnitin. The preliminary review is completed within a maximum of 15 days. The plagiarism similarity rate must be less than 20%. If the similarity rate is 1%, but citation and quotation are not done properly, there may still be plagiarism. In this respect, citation and quotation rules must be known and carefully applied by the author.

Citation/Indirect Quotation: If a citation is made to an opinion, discussion or determination in a source and the cited opinion is put on the line in the words of the researcher, a footnote sign (1) should be placed at the end of the sentence. If the citation is to a specific page or page range of the work, the page number should be given. If there is a reference to the entire work, that is, if a reference is made in a dimension that requires the reader to examine the entire work, the source should be indicated in the footnote after the phrase "bk. on this subject", "bk. about this opinion", "bk. about this discussion" or just "bk.".

Field Editor Review
The manuscript that passes the Preliminary Review and Plagiarism Scanning stage is reviewed by the relevant field editor in terms of problematic and academic language and style. This review is completed within a maximum of 15 days.

Referee Process (Academic Evaluation)
After being reviewed by the field editor, the manuscript is submitted to at least two external referees who have a PhD thesis, book or article on the subject. The referee process is carried out in confidentiality within the framework of double blind refereeing. The referee is requested to either state his/her opinion and opinion on the manuscript or justify it with an explanation of at least 150 words on the online referee form. The deputy editor ensures mutual communication between the author and the referee while maintaining confidentiality. If one of the two reviewers has a negative opinion, the manuscript is sent to a third reviewer. Manuscripts can be published with the positive decision of at least two referees. Book reviews are decided after the evaluation of at least two internal referees (relevant field editors and/or members of the editorial board).

Field Editor Check
The field editor checks whether the author has made the requested corrections to the text.

Referee Check
The reviewer checks whether the author has made the requested corrections to the text.

Turkish Language Control
The manuscripts that pass through the referee process are reviewed by the Turkish Spelling and Language Editor and the Editor, and if necessary, corrections are requested from the author. The checking process is completed within a maximum of 15 days.

English Language Check
The manuscripts that pass the Turkish language control are reviewed by the Foreign Language Editor and, if necessary, the author is asked to make corrections. The English Language Editor's review process is completed within a maximum of 15 days.

Editorial Board Review
Articles that pass technical, academic and linguistic reviews are examined by the Editorial Board and it is decided whether they will be published or not, and if so, in which issue they will be included. The Board decides by majority vote. In case of equality, the final decision is made in favor of the editor's decision.

Typesetting and Layout Phase
The manuscripts that are decided to be published by the Editorial Board are typeset and edited, made ready for publication and sent to the author for review. This stage takes a maximum of 15 days.

Data Submission to National and International Indexes
The data of the published issue is sent to the relevant indexes within 15 days.
