Tekniğin Devleti Hazırlayan Politik Ontolojisi

Abstract

Bu makalede, devletin oluşumunu hazırlayan teknik bilginin epistemolojik kırılımı tarihsel ve kuramsal bir perspektiften hareket edilerek tartışılmıştır. Bu tartışmada siyaset felsefesindeki devletin kökeni nedir teorilerine katkı sağlayacak biçimde, tekniğin insan yaşamındaki dönüştürücü ve belirleyici etkisi ontolojik bir düzlemden hareketle açıklanmaya çalışılmıştır. Bu kapsamda, yaşamın dışsallaştırılması pozitif uzamda yer tutma, insanın eylemselliğiyle paralel üretme ve forma sokma pratiği olarak devletin oluşumuna dair öncül bir hazırlık sürecini tanımlar. Bu sürecin başlangıcı ve belirleyicisi olarak tanımlanabilecek Neolitik dönemde mimari, dil vb. tüm insana dair düşünsel ve fiziksel üretim süreçleri birer teknik olarak kültürden daha hızlı gelişim göstermiştir. Endüstriyel Devrim ise insan ve teknik arasındaki ilişkide bir kırılma yaratmış, insan ve teknik arasındaki ilişki teknoloji kavramıyla yeniden tanımlanmış ve devlete bakış açısı tüm bu dönüşümlerden etkilenmiştir. Tanımlanan etkileşim dahilinde devlet ve teknik bilginin epistemolojik kırılımı tarihsel, karmaşık ve çok yönlüdür. Teknik bilginin teknolojiye dönüşmesi ise devletin oluşumu üzerinde önemli bir etkiye sahip olmuştur ve bu etki modern dönemde de devam etmektedir.

Political Onthology of Technique Preparing The State

Abstract

In this article, the epistemological breakdown of technical knowledge that prepares the formation of the state is discussed from a historical and theoretical perspective. In this discussion, the transformative and determining effect of technology on human life has been tried to be explained from an ontological perspective, in a way that will contribute to the theories of what is the origin of the state in political philosophy. In this context, the externalization of Life defines a preliminary preparatory process for the formation of the state as the practice of occupying a place in positive space, producing and shaping in parallel with human activity. Architecture, language, etc. in the Neolithic period, which can be defined as the beginning and determinant of this process. All human intellectual and physical production processes have developed faster as a technique than culture, the Industrial Revolution has created a break in the relationship between humans and technology, the relationship between humans and technology has been redefined with the concept of technology, and the perspective on the state has been affected by all these transformations. Within the defined interaction, the epistemological breakdown of state and technical knowledge is historical, complex and multifaceted. The transformation of technical knowledge into technology has had a significant impact on the formation of the state, and this impact continues in the modern period.
