Abstract
The social and organizational life having been subject to change in the course of time as a consequence of the effects of globalisation has led to parallel changes in topics researched and discussed in the literature of administration. One result of this course is that “human-centered” models have come to rest in a significant position in economical development and progress and that “entrepreneurship”, the productivity power peculiar to human being, has gained a great significance. The other result is that the important questions surrounding policy and economy have been to be expressed and analyzed much more assertively in terms of culture.The purpose of this study, therefore, is to elucidate the situation our country has reached regarding “entrepreneurship” in connection with the topic “culture”. For this reason, in this study, the effects of national culture over entrepreunership is emphasized and an appeal to the reasons why entrepreneurship couldn’t have been developed in Turkey is made.

Abstract
Küreselleşmenin etkisiyle değişime uğrayan örgütsel ve toplumsal yaşam, yönetim literatüründe araştırılan ve tartışılan konuları da değiştirmiştir. Bu sürecin sonuçlarından birisi, ekonomik kalkınma ve gelişmenin sağlanmasında ‘insan merkezli’ modellerin önemli bir konuma yerleşmesi ve insana özgü üret-kenlik kabiliyeti olan ‘girişimciliğin’ önemli hale gelmesidir. Diğeri ise, politika ve ekonomiyi çevreleyen önemli sorunların, giderek daha fazla kültürel kavramlarla ifade edilir ve çözümlenir olmasıdır. Bu çalışmanın amacı da, ülke-mizin ‘girişimcilik’ konusunda geldiği noktayı ‘kültür’ konusuyla ilişkilendirerek açıklamaya çalışmaktır. Çalışmada ulusal kültürün girişimcilik üzerindeki etkileri ve Türkiye’de girişimciliğin gelişememe nedenleri üzerinde durulmaktadır.
