THE DILEMMA OF GLOBAL EMISSIONS: TURKEY ASSESSMENT

Abstract






States, who are the most importan actors in international arena, have crucial roles and responsibilities to define future of the Earth. Interstate relations affect space where all humankind live in, as affected humanbeings. Profit and interest phenımenons have been most important facts about states behaviours for centuries. Due to the this understanding, states had disregarded issues other than martial, economic and politic affairs. Beginning from 1970s, the mutiny of the Earth against this mentality started to be seen by policy makers. However, because of the issues such as industrial development, capitalist mode of production, interest wars and survival, necesssary actions are not taken truely, even though entity of environmental problems, at first emission issues, has been accepted. In this paper, it will be focused on environmental problems in particular emission issues. In this framework, states actions are semtinized about why and how they have taken steps along with international organizations. And finally there will be evaluations about Turkey’s implications and actions toward environmental issues.

KÜRESEL EMİSYON İKİLEMİ: TÜRKİYE DEĞERLENDİRMESİ

Abstract






Uluslararası
arenanın en önemli aktörleri olan devletler, yerkürenin geleceğini tayin etme
noktasında en önemli göreve ve sorumluluğa sahiptir. Devletlerarası ilişkilerin
seyri bütün insanlığı etkilediği gibi insanlığın varlığını sürdürdüğü mekân
olan dünyayı da etkilemektedir. Yüzyıllardır uluslararası sisteme hâkim olan
kar ve çıkar olguları devletlerin atacakları adımlarda dikkate aldıkları en
önemli unsurlar olmuştur. Bu zihniyet sebebi ile devletler askeri, ekonomik ve
siyasi meseleler dışında kalan konuları göz ardı etmişlerdir. Yerkürenin bu
davranışlara isyanı 1970’lerden itibaren siyaset yapıcılar tarafından da fark
edilmeye başlanmıştır. Ancak, endüstriyel kalkınma, kapitalist üretim modeli,
menfaat savaşları ve hayatta kalma gibi hususlar nedeniyle, her ne kadar
meydana gelen başta emisyonlar olmak üzere çevre problemlerinin varlığı kabul
edilmiş olsa da, gerekli adımlar atılmamıştır. Bu çalışmada, küresel emisyon
problemi özelinde çevre problemlerine odaklanılacaktır. Devletlerin bu
çerçevede hangi gerekçeler ile ve ne şekilde attıkları adımlar uluslararası
örgütler ile birlikte ele alınacak ve sonrasında Türkiye özelinde
değerlendirmelerde bulunulacaktır.
