The Effect of IPARD Program (European Union Pre-acession Aid Instrument) on Employment in Turkey

Abstract

From the first day when the concept of rural development emerged, in both developed and developing countries it has become one of the issues they focus on the most. Because rural areas are available in both developed and developing countries. Rural areas are in need of development to live a role in the national economy. The concept of rural development attracted the attention of international organizations such as the United Nations, the World Bank and the Europen Union and economic, geography and policy literature academic studies began to rise in this direction. In this context, one of the most important rural development programs are supports to countries in the EU candidate country status. In this study, on rural development the effects of IPARD program to the employment was investigated.

IPARD Programının (Avrupa Birliği Katılım Öncesi Yardım Aracı) Ülkemiz İstihdamına Etkisi

Öz

Kırsal kalkınma kavramı ortaya çıktığı ilk günden itibaren gelişmiş ve gelişmekte olan ülkelerin en fazla üzerinde durdukları konulardan birisi haline gelmiştir. Zira hem gelişmiş hem de gelişmekte olan ülkelerde kırsal alanlar mevcuttur. Kırsal alanların ülke ekonomisinde rol oynayabilmeleri için kalkınmaları gerekir ki bu yönde ulusal ve uluslararası destekler son derece önemlidir. Kırsal kalkınma kavramı Birleşmiş Milletler, Dünya Bankası ve Avrupa Birliği gibi uluslararası kuruluşların dikkatini çekmiş ve iktisat, coğrafya ve politika literatüründe de bu yönde akademik çalışmalar artmaya başlamıştır. Bu bağlamda en önemli kırsal kalkınma programlarından birisi AB tarafından aday ülke statüsündeki ülkelere yönelik verilen desteklerdir. Bu çalışmada kırsal kalkınmada IPARD programının istihdama olan etkileri araştırılmıştır.
