Analysis of Erasmus+ Competencies of Participating Countries Using the Integrated LODECI-OPLO-POCOD Method

Abstract

The Erasmus+ programme is an initiative that facilitates education, training, youth engagement, and sports activities across Europe by providing opportunities to students and professionals for academic study, professional work, and volunteerism abroad. By engaging in the Erasmus+ initiative, nations enhance their economic competitiveness and social cohesion, contributing to the development of a more mobile and adaptable workforce. Given the significance of the programme, this study aims to analyse the performance of 33 European countries in deriving benefits from the Erasmus+ initiative, within the framework of a Multiple-Criteria Decision-Making (MCDM) Problem. The weighting of the criteria was performed using the LOgarithmic DEcomposition of Criteria Importance (LODECI) method, while the ranking of the countries was executed through the OPportunity LOsses-based POlar COordinate Distance (OPLO-POCOD) approach. The research findings identify the top ten most successful countries in this regard as Germany, France, Italy, Spain, Poland, Romania, Türkiye, Netherlands, Belgium, and Portugal. In addition, this study proposes a novel approach for sensitivity analysis employed in multi-criteria decision-making methods.

Katılımcı Ülkelerin Erasmus+ Yeterlı̇lı̇klerı̇nı̇n Bütünleşik LODECI-OPLO-POCOD Yöntemiyle Analizi

Abstract

Erasmus+ programı, öğrencilere ve uzmanlara yurtdışında akademik eğitim, profesyonel çalışma ve gönüllülük fırsatları sunarak Avrupa çapında eğitim, öğretim, gençlik katılımı ve spor faaliyetlerini mümkün kılan bir girişimdir. Ülkeler Erasmus+ programına katılarak ekonomik rekabet edebilirliklerini ve sosyal uyumlarını artırmakta, daha dinamik ve adapte olabilen bir işgücünün gelişimine katkıda bulunmaktadır. Programın önemi dikkate alındığında, bu çalışma 33 Avrupa ülkesinin Erasmus+ programından yararlanma performansını Çok Kriterli Karar Verme (ÇKKV) Problemi çerçevesinde analiz etmeyi amaçlamaktadır. Kriterlerin ağırlıklandırılması, LOgarithmic DEcomposition of Criteria Importance (LODECI) yöntemi kullanılarak gerçekleştirilirken, ülkelerin sıralaması OPportunity LOsses-based POlar COordinate Distance (OPLO-POCOD) yaklaşımı ile yapılmıştır. Araştırma bulguları bu konuda en başarılı ilk on ülkeyi Almanya, Fransa, İtalya, İspanya, Polonya, Romanya, Türkiye, Hollanda, Belçika ve Portekiz olarak ortaya koymaktadır. İlave olarak bu çalışma, çok kriterli karar verme yöntemlerinde kullanılan duyarlılık analizi için özgün bir yaklaşım önermektedir.
