International Labour Standards On Working Time- Hours of Work Implementations in the World and Turkey

Abstract

International labor standards and working hour practices set in this context are important factors in the growth and development of countries. Technological changes, globalization, restructuring of jobs and increasing labour diversity etc. resulted in a change in the standards related to hours of work. In this study, legislations and the implementations of working hours in the selected countries were examined and compared with Turkey. Despite the limitation of working hours and certain legal measures, significant differences were observed in actual working hours between industrialized and developing countries. Finally, the working time practices in Turkey were criticized and suggestions were offered.

Abstract

Ülkelerin büyümesi ve gelişmesinde uluslararası çalışma standartlarının ve bu kapsamda belirlenen çalışma saati uygulamalarının önemli bir etken olduğu görülmektedir. Yaşanan teknolojik değişiklikler, küreselleşme, işlerin yeniden yapılandırılması, işgücü çeşitliliğinin artması gibi sebeplerle, çalışma sürelerine ilişkin standartlarda da birtakım değişiklikler yaşanmıştır. Bu çalışmada seçili ülkelerdeki çalışma hayatının düzenlenmesinde etkili olan mevzuat ve çalışma saati uygulamaları ele alınmış ve Türkiye ile kıyaslanmıştır. Çalışma sürelerinin sınırlandırılması ve alınan birtakım yasal önlemlere rağmen, sanayileşmiş olan ve gelişmekte olan ülkeler arasındaki fiili çalışma saatlerinde önemli farklılıklar olduğu gözlemlenmiştir. Son olarak, çalışma süresi uygulamalarına eleştiriler getirilmiş ve Türkiye için önerilere yer verilmiştir.
