YOLSUZLUĞUN İNSANİ GELİŞMİŞLİK ÜZERİNDEKİ ETKİSİ: AB ÜLKELERİ VE TÜRKİYE İÇİN PANEL VERİ ANALİZİ

Abstract

Yolsuzluk, ekonomi, siyaset bilimi, hukuk, sosyoloji gibi alanlarda ele alınmaktadır. Yolsuzluğun ahlaki ve siyasi bozulma ile olan güçlü ilişkisi yanında, ekonomik bozulma üzerindeki etkisi konusunda fikir birliği bulunmamaktadır. Bu alandaki geniş literatür de bu hususu desteklemektedir. Bu çalışmada, Dünya Bankası veri tabanı (WDI) içinde dünya çapında yönetişim göstergelerinin bir alt bileşeni (kamu yönetişim göstergesi) olan yolsuzluğun kontrolü endeksi ile Birleşmiş Milletler Kalkınma Programı’nın (UNDP) İnsani Kalkınma Raporları veri tabanı tarafından sağlanan insani gelişmişlik endeksi arasındaki ilişki incelenmektedir. İnsani gelişmişlik endeksinin artması, bir ülkede bireylerin bilgiye, sağlığa ve ekonomik olanaklara daha fazla eriştiği anlamına gelmektedir. Yolsuzluğun kontrolü endeksi ise, kamu gücünün yolsuzluk için kötüye kullanılmasının ne derece kontrol altında olduğunu göstermektedir. Avrupa Birliği’ne üye olan 27 ülkenin ve Türkiye’nin 2004 - 2022 dönemine ait verileri analize dâhil edilmektedir. Çalışmanın amacı panel veri analizi sonucunda elde edilen istatistiki sonuçları, seçilen örneklemdeki ülkelerin yapısal özellikleri özelinde ve literatürde yer alan benzer sonuçlar eşliğinde incelemektir. Sonuçlar, insani gelişmişlik endeksi ve yolsuzluğun kontrolü endeksi arasında anlamlı bir negatif ilişki bulunduğunu göstermektedir.

THE IMPACT OF CORRUPTION ON HUMAN DEVELOPMENT: PANEL DATA ANALYSIS FOR EU COUNTRIES AND TÜRKİYE

Abstract

Corruption is analysed in fields such as economics, political science, law and sociology. While corruption is strongly associated with moral and political deterioration, there is no consensus regarding its impact on economic deterioration. The extensive literature in this field also supports this point. This study examines the relationship between the Control of Corruption Index (CCI), a sub-component of the World Bank's Worldwide Governance Indicators (WGI) and the Human Development Index (HDI) provided by the United Nations Development Programme's (UNDP) Human Development Reports database. An increase in the human development index means that individuals in a country have greater access to knowledge, healtcare and economic opportunities. The control of corruption index shows the extent to which the abuse of public power for corruption is under control. The data of 27 EU member states and Türkiye for the period 2004 - 2022 are included in the analysis. The aim of the study is to analyse the statistical results obtained from the panel data analysis in the light of the structural characteristics of the countries in the selected sample and similar results in the literature. The results show that there is a significant negative relationship between the human development index and the control of corruption index.
