Transformation in the Security Paradigm and Human Security: The Role of the Police Within the Axis of New Security Approaches

Abstract

This study examines how the paradigm shift in security studies has reshaped the roles and functions of police organizations. The state-centric, military-focused security understanding that dominated the Cold War era has gradually given way to a multi-layered framework encompassing individual, societal, and human security dimensions. This transformation has broadened the security agenda beyond military threats to include economic prosperity, social justice, environmental sustainability, and human rights. Drawing on a qualitative literature review, the study analyzes a range of theoretical perspectives — realism, liberalism, constructivism, critical theory, feminism, postmodernism, and the Copenhagen and Welsh Schools — and demonstrates that these approaches have collectively repositioned the police within security discourse. Against the backdrop of globalization and asymmetric threats, the article traces the integration of proactive models — including cyber security governance, Community-Oriented Policing, and Intelligence-Led Policing — into contemporary policing philosophy. The findings indicate that police organizations have moved beyond their classic reactive, state-authority role, emerging as proactive security governance actors that prioritize human security, operate in partnership with society, and function as strategic components of global security networks.
