CIVILIAN OVERSIGHT OF LAW ENFORCEMENT

Civilian oversight is a relatively new concept for Turkey, which has a half-century history in developed Western countries. Turkey has made significant changes in the legislative and institutional arrangements relating to fundamental rights and freedoms, within the framework of the political criteria that must be fulfilled in the European Union (EU) accession process. These include innovations in the supervision of the arm. However, all the controls are carried out in Turkey so transparent, accountable and is not satisfactory. In our country there is a need for a civilian denomination that accounts for the public, not the state and authority. in this article is focused on the importance of civilian oversight and its requirements 

Sivil gözetim, gelişmiş Batı ülkelerinde yarım yüzyıl geçmişi olan Türkiye için ise görece yeni bir kavramdır. Türkiye, Avrupa birliği (AB) üyelik sürecinde yerine getirmesi gereken siyasi kriterler çerçevesinde, temel hak ve özgürlükleri ilgilendiren yasal ve kurumsal düzenlemelerde önemli değişiklikler gerçekleştirmiştir. Bunların içinde kolluğun denetimi ile ilgili yenilikler de bulunmaktadır. Ancak ülkemizde yapılan tüm denetim şekilleri şeffaf, hesap verebilir ve tatmin edici olmayıp, gerçek manada devlete ve otoriteye değil topluma, kamuoyuna hesap veren sivil bir denetime ihtiyaç vardır. Bu makalede sivil gözetimin önemi ve gerekliliği üzerinde durulmuştur. Türkiye'deki eksikliklerin tespiti yapılmaya çalışılmıştır
