Abstract

Vergiler, kamu maliyesi içerisinde önemli bir başlığı
teşkil oluştururlar. Vergilerin bu önemi hem kamu hizmetlerinin finansmanı, hem
de mali dengelerin tesis edilebilmesinden gelir. Bu anlamda etkin olmayan bir
vergi sistemi, ekonomik ve mali politikaların sürdürülebilmesinde engel
oluşturacaktır. Bu doğrultuda çalışma ile Türkiye’deki vergi uygulamalarının
etkin olup olmadığını tespit edilmesi amaçlanmaktadır. Konu hem vergi
gelirlerinin etkin kullanımı, hem de vergi toplama faaliyetlerinin etkin bir
şekilde yürütülmesini içermektedir. Elde edilen sonuçlar Türkiye’de son dönemde
hayata geçirilen mali reformların kamu kaynaklarının toplumsal ihtiyaçlar
doğrultusunda etkin bir şekilde kullanımında yararlı olduğu yönündedir. Ancak
vergilerin toplanması noktasında aynı etkinlikten bahsetmek güç olup,
mükellefin vergiye gönüllü uyumunu arttıracak politikalara daha fazla ağırlık
verilmesi gerekmektedir.

Efficiency Problem of Tax Applications in Turkey

Abstract

Taxes constitute an important
topic in the public finance. This importance of taxes is result of financing of
public services and balancing the budget. Thus an ineffective tax system will
create obstacles to the sustainability of economic and fiscal policy. In this
context, it is aimed to determine whether the effect of the tax practice in
Turkey by this study. The subject includes effective using and effective
collecting of tax revenues. It is found that recent fiscal reforms in Turkey
ensure effectively using of public revenues for social needs. But it is
difficult to claim the same conclusion for tax collecting. So that public
authorities must focus on increasing of taxpayer’s voluntary compliance.
