Decommissioning Fund and Management for Sustainability

Abstract

This aims to plan a funding method that can facilitate the decommissioning of long-lived, environmentally impacting structures such as nuclear power plants, oil platforms, and dams at the end of their lifespan. This is being conducted using an applied research methodology through the review of working documents. Planning the fund management process for maintaining the sustainability of long-lived structures requires defining management structures, fund collection times and formats, the fund remuneration process, explanation of fund integration, and decommissioning fund payments. In this study, the decommissioning fund management planning estimate of the Akkuyu Nuclear Power Plant (ANS), which is under construction in Turkey, was attempted to be structured by taking internationally operating nuclear power plants as an example. The marketing and forecasting efforts are aimed at restructuring the decommissioning fund. The international agreement, which is the basis for the ANS system, is the amendment Türkiye undertook with the acquisition. The unit price for payment per kWh of electricity generated to the decommissioning fund to be established in Türkiye has been adopted as the decommissioning fund reference. The annual aggregate and the production approach have been considered as alternatives to the individual unit price approach. It is sensitive to three programming techniques in many respects: real rates of return, production volume, and changes in decommissioning techniques and costs. While the production factor is used in annual programming based on the total decommissioning cost, it provides programming that is more independent of production volume. As with the individual unit price approach, the imperfections of the standard unit amount of contributions to the decommissioning fund can be misleading. However, when the standard amount is determined, there will be a collection related to production. When evaluated from a production volume and quantity perspective, the unit price and production scope are more applicable.
