Accessible Design Concept that Freedom in Cultural Tourism Buildings

Turkey, geographical features, historical values, architectural monuments and with it, which is fed from the past and create a future that is crucial to preserving the transfer of cultural heritage. The meeting of the numerous cultural structures of the country with the visitors constitutes a part of the cultural tourism activities. Hence, it is important that cultural tourism structures meet the needs and expectations of visitors with different physical and demographic characteristics. at least a proportion of the total population of people with disabilities in Turkey is 6.9%; A large part of cultural tourism structures cannot reach these individuals, who have a considerable proportion for a country. Orthopedically disabled people cannot move freely in these structures, especially due to movement restrictions. The difficulties that people with disabilities suffer in developed societies concern not only them, but also every individual of the society in which they live, especially the designers of these spaces. With this study, it is emphasized that the cultural tourism structures in our country, which has an important place in the world with its cultural tourism, should be rethinked in order to ensure its accessibility within the scope of a liberating design. There are various types of disability; It is desirable to ensure that orthopedically disabled people, especially those with movement restrictions, have access to the services provided in these structures on an equal basis with other individuals. However, it is intended to be stated that this accessibility will be possible by ensuring the accessibility of services in cultural tourism structures to individuals with orthopedic disabilities. It is foreseen that the applications to be carried out in line with the TS 12576 and TS 9111 standards will be carried out easily during the design and afterwards, and to add value to the existing structure and its environment in the cultural tourism buildings under protection, which have a historical feature. In addition, it is aimed to create and place an accessible design approach with a definition, standard, measure, principle and rules that will guide current and future applications. 

Türkiye, coğrafi özellikleri, tarihi değerleri, mimari eserleri ve bununla birlikte, geçmişten beslenerek oluşturduğu ve koruyarak geleceğe aktardığı kültürel mirası ile önem taşımaktadır. Ülkenin, içinde barındırdığı çok sayıdaki kültürel yapının ziyaretçiler ile buluşması ise kültürel turizm faaliyetlerinin bir bölümünü oluşturmaktadır. Buradan hareketle, kültürel turizm yapılarının, farklı fiziksel ve demografik özelliklere sahip ziyaretçilerin gereksinim ve beklentilerini karşılaması önem teşkil etmektedir. Türkiye’de en az bir engeli bulunan kişilerin toplam nüfusa oranı %6,9 olup; kültürel turizm yapılarının çok büyük bir bölümü, bir ülke için azımsanamayacak orana sahip bu bireylere erişememektedir. Özellikle hareket kısıtlamaları dolayısıyla ortopedik engelliler, bu yapılarda özgürce hareket edememektedirler. Engelli bireylerin çektikleri zorluklar, gelişmiş toplumlarda yalnız onları değil, içinde bulundukları toplumun her bir bireyini, bilhassa bu mekânların tasarımcılarını da ilgilendirmektedir. Bu çalışma ile özgürleştirici bir tasarım kapsamında, kültürel turizmi ile dünya çapında önemli bir yere sahip olan ülkemizdeki kültürel turizm yapılarının, erişilebilirliğinin sağlanması için yeniden düşünülmesinin gerekliliği vurgulanmaktadır. Çeşitli engellilik türleri bulunmakta olup; özellikle hareket kısıtlamaları yaşayan ortopedik engellilerin, bu yapılarda sunulan hizmetlere, diğer bireyler ile eşit bir şekilde erişebilirliğinin sağlanması arzu edilmektedir. Ancak, bu erişilebilirliğin, kültürel turizm yapılarındaki hizmetlerin de ortopedik engele sahip bireylere erişebilirliğinin sağlanması ile mümkün olacağı belirtilmek istenmektedir. TS 12576 ve TS 9111 standartları doğrultusunda yapılacak olan uygulamaların tasarım esnasında ve sonradan yapılan uygulamaların rahatlıkla sağlanması ve tarihi özelliğe sahip olan koruma altındaki kültürel turizm yapılarda da mevcut yapıya ve çevresine değer katacak şekildeki gerçekleşmesi öngörülmektedir. Bununla birlikte, mevcut ve gelecek uygulamalara yön gösterecek nitelikte bir tanımlama, standart, ölçü, ilke ve kurallar ile erişilebilir tasarım anlayışını oluşturmak ve yerleştirmek amaçlanmıştır.
