Ethical Principles and Publication Policy

Ethical Principles and Publication Policy

The ITU Journal of Electrical, Electronics and Computer Engineering is committed to maintaining high standards of integrity, transparency, objectivity, and accountability throughout the scholarly publication process. The journal conducts its editorial and publication activities in accordance with internationally recognized principles of publication ethics and good scholarly practice, including the core principles of the Committee on Publication Ethics (COPE), applicable institutional regulations, and the policies of DergiPark.

Editorial Independence and Fairness

Editorial decisions are based on the scientific quality, originality, methodological rigor, relevance, and contribution of the submitted work. Decisions are made independently of the authors’ nationality, institutional affiliation, gender, political views, religious beliefs, or other personal characteristics.

Editors must disclose any potential conflicts of interest and must not participate in the evaluation of manuscripts for which their impartiality could reasonably be questioned.

Peer Review and Confidentiality

Manuscripts that satisfy the journal’s initial editorial requirements are evaluated through a double-blind peer-review process. Reviewers are expected to provide objective, constructive, timely, and scientifically justified evaluations.

Manuscripts, reviewer reports, editorial correspondence, and all unpublished materials associated with the review process must be treated as confidential.

Reviewers and editors must not use unpublished information obtained through peer review for personal research, professional advantage, or any other unauthorized purpose.

Author Responsibilities

Authors must ensure that submitted manuscripts represent original work and that all sources are properly cited. Manuscripts must not be simultaneously submitted to another journal.

All individuals listed as authors must have made a substantive contribution to the work and must accept responsibility for the submitted manuscript. Individuals who do not meet appropriate authorship criteria should not be listed as authors.

Authors must disclose all relevant sources of funding and any financial, institutional, personal, or other relationships that could constitute or appear to constitute a conflict of interest.

Research Misconduct

The journal does not tolerate plagiarism, fabrication, falsification, duplicate or redundant publication, inappropriate image manipulation, citation manipulation, ghost or honorary authorship, peer-review manipulation, or other forms of research and publication misconduct.

Suspected ethical violations may be investigated in accordance with recognized publication ethics procedures. Depending on the nature and seriousness of the issue, appropriate actions may include requesting clarification, suspending evaluation, rejecting a manuscript, publishing a correction or retraction, or notifying relevant institutions where warranted.

Research Ethics

Research involving human participants, personal data, animals, or other activities requiring ethical or institutional approval must comply with applicable ethical, legal, and institutional requirements. Where necessary, authors must provide the name of the approving body, approval number, and relevant consent information.

Conflicts of Interest

Authors, reviewers, editors, and members of the editorial board are required to disclose relationships or circumstances that may influence, or reasonably be perceived to influence, their judgment. Reviewers or editors with significant conflicts of interest must withdraw from the evaluation process.

Artificial Intelligence and AI-Assisted Technologies

Artificial intelligence systems and AI-assisted tools do not qualify for authorship. Authors remain fully responsible for the scientific accuracy, originality, citations, ethical compliance, and integrity of submitted content.

Any substantive use of generative AI or AI-assisted technologies in manuscript preparation, analysis, coding, image generation, or other scholarly work must be transparently disclosed where appropriate.

Editors and reviewers must not upload confidential manuscripts or unpublished material to external AI systems unless confidentiality, data protection, and the journal’s explicit policy permit such use.

Corrections, Retractions, and Post-Publication Issues

The journal is committed to maintaining the integrity of the scholarly record. Errors or ethical concerns identified after publication will be evaluated and, where appropriate, addressed through corrections, expressions of concern, retractions, or other editorial measures consistent with recognized publication ethics practices.

Open Access and Publication

Published content is made available in accordance with the journal’s declared open-access, copyright, and licensing policies. Authors are responsible for obtaining appropriate permission for copyrighted material included in their manuscripts.

Complaints and Appeals

Authors and other stakeholders may submit reasoned complaints or appeals concerning editorial decisions, publication ethics, or journal procedures. Such submissions will be evaluated independently and transparently in accordance with the journal’s policies.
