The Journal of Cognitive Systems is An international, peer-reviewed, indexed, and open-access periodical. The Journal publishes original papers in the field of artificial
intelligence, biomedical, quantum information, big data analysis and
statistical areas, which are related to cognitive science and engineering, as
well as the applications of cognitive studies in social areas. Letter to
the editor is also encouraged.
Manuscript will be considered only on the understanding that it is not currently being submitted to other journals.
Submission of an article implies that the results described has not been published previously (except in the form of an abstract or as part of a published lecture or academic thesis), that it is not under consideration for publication elsewhere, that its publication is approved by all authors and that, if accepted, it will not be published elsewhere in the same form, in English or in any other language, without the written consent of the Publisher.
Authors are obliged to follow remarks and comments of the reviewers, as well as to follow Instructions for preparing manuscripts and technical remarks and corrections of the Editorial Board.
Papers will be published in English, and authors are obliged to submit papers free of typing errors (please use Spell Checking).
Copyright Policy;
Copyright of all accepted papers will belong to JCS and the author(s) must affirm that accepted papers for publication in JCS must not be re-published elsewhere without the written consent of the editor in chief/director of JCS. It is the responsibility of each author to ensure that papers submitted to the journal are written with ethical standards in mind, concerning plagiarism. Please note that all submissions are thoroughly checked for plagiarism. If an attempt at plagiarism is found in a published paper, the authors will be asked to issue a written apology to the authors of the original material. Any paper which shows obvious signs of plagiarism will be automatically rejected and its authors may be banned for duration of 10 years from publishing in Journal. The authors will receive proper notification if such a situation arises.
This paper has not been published in the same form elsewhere.
It will not be submitted anywhere else for publication prior to acceptance/rejection by JCS.
Ethics;
Papers must be submitted on the understanding that they have not been published elsewhere and are not currently under consideration by another journal. The submitting author is responsible for ensuring that the article’s publication has been approved by all the other coauthors. When an author discovers a significant error or inaccuracy in his/her own published work, it is the author's obligation to notify the publisher and cooperate with the editor to retract or correct the paper. It is also the authors’ responsibility to ensure that the articles emanating from a particular institution are submitted with the approval of the necessary institution. Only an acknowledgement from the editorial office officially establishes the date of receipt. Further correspondence and proofs will be sent to the author(s) before publication unless otherwise indicated. It is a condition of submission of a paper that the authors permit editing of the paper for readability.
JCS is committed to following the Code of Conduct and Best Practice Guidelines of COPE (Committee on Publication Ethics). It is the duty of our editors to follow Cope Guidance for Editors and our peer-reviewers must follow COPE Ethical Guidelines for Peer Reviewers.

ETHICAL PRINCIPLES and PUBLICATION POLICY
The Journal of Cognitive Systems (JCS) has adopted the principle of publishing qualified scientific studies in the fields of science and engineering. In this context, our journal publishes articles that comply with the principles and guidelines set out in the Committee on Publication Ethics (COPE) website.
The authors of the article will be informed and their studies will be rejected, in the case of determining the situations such as misquotation, incorrect transferring and distortion of the data created in the articles by the authors, transferring of the study without including scientific data, and submission of the translation of the published paper in English full text to our journal. All stakeholders (Editor, Author, Reviewer, Publisher, and Reader) who contribute to the publication of scientific work are expected to comply with the Publication Ethics and Journal Policy. In line with these expectations, the duties and responsibilities of the stakeholders are listed below:
Editorial Board Member’s Responsibilities
The Editorial Board members are responsible for increasing the scientific quality of The Journal of Cognitive Systems and making an effort to be indexed in various scientific platforms.
The Editorial Board members attach importance to the confidentiality of the articles submitted to the journal, do not share any information about these articles with third parties, does not provide information about the authors mentioned in the articles, and do not share any information about the authors and the referees.
The selection of the referees in a transparent manner considering the working topics and sending these articles to the referees will be carried out by the Editorial Board members. It is decided by the Editorial Board members to determine acceptance / rejection status of articles after reviewed referees’ reports and answers of Authors’ to them.
In the decision-making phase, the Editorial Board members pay attention to the contribution of the article to the field, to be distinguished from other studies related to the relevant field to the validity of the research methods, to the clarity of the narration and to a sufficient number of references.
Editorial Board members take the manuscripts prepared in accordance with the template of JCS in the precursory check stage in terms of the plagiarism and originality and if deemed appropriate, the articles are sent to the referees for evaluation. The articles without an author's name are sent to the referees to be evaluated in accordance with the blind review process. The evaluations and suggestions from the referees are sent to the authors without sharing the referee information. After the necessary corrections, the final decision regarding the publication of the article in the journal is made by the Editorial Board members.
Referee’s Responsibilities
The referees declare that these articles are for their specialty while they agree to evaluate the articles sent to them.
Referees are required to respond positively / negatively to the proposals for evaluating the articles within the prescribed time.
The referee (s) who agreed to evaluate the article is responsible for evaluating the article within the time period given to them.
Within the framework of the Code of Ethics, referees should stay away from conflicts of interest, and if they recognize that any work is based on a conflict of interest, they should inform the Editorial Board members and refuse to evaluate the work.
Referees should act in accordance with the principles of confidentiality and impartiality during and after the evaluation process. Besides, they need to fill out the Publication Evaluation Form, and make positive / negative comments regarding the article with integrity.
Author’s Responsibilities
The authors should not submit their manuscripts to our journal if it is under evaluation in another journal.
Authors should submit their manuscripts to our Journal, obeying the Ethical Principles and Rules. In this context, if necessary, the Ethical Committee Approval Letter should be sent to our Journal at the time of application.
All the situations in which the Ethics Committee Decision is required / not required should be explained with a paragraph above the “References” subtitle in the article.
The authors are responsible for the content, narration, language, and originality of the manuscripts which they submit. In terms of the plagiarism control using program named iThenticate, the manuscript will be rejected in the case of determining its similarity more than 20%.
If the data used by the authors in their manuscripts are taken from the institutions / organizations, they should also need to submit a document showing the approval of the relevant institutions / organizations to our Journal.
Accepted manuscripts should be reviewed by the authors for proofreading (pre-approval) before they are proceeded to publish in our journal, and the necessary approvals should be made within the specified period and should be allowed to publish. Authors who request any changes after the article is published should contact the Editorial Board members within the first 3 days after publication.
Authors should use the contact button which is placed on the Dergipark Web Page in all kinds of correspondence about the article. Correspondence sent to the editors' personal e-mail addresses will not be taken into account within the framework of the Code of Ethics.
Journal Policy
The Journal of Cognitive Systems (JCS) is an open-access journal and no fee is requested from the authors to be evaluated and published by our journal. The evaluation process of our journal is given below:
Precursory check stage: 15 days
Time to accept the evaluation invitation of the referees: 20 days (+10 additional days)
The time allowed for the referees to evaluate the study: 30 days (+15 additional days)
The time allowed for authors to make corrections: 15 days
Decision-making process: 10 days.
The journal is free (No charge).
