Avrupa Birliği’nin Güvenlik Strateji Belgeleri'nin Analizi

Öz

Sovyet Sosyalist Cumhuriyetler Birliği’nin (SSCB) dağılması uluslararası sisteme etkileri ile beraber Avrupa Birliği’nin (AB) güvenlik yaklaşımının da temelden değişmesine neden olmuştur. Özellikle Soğuk Savaş Dönemi’nde tek bir düşmana karşı oluşturulan güvenlik politikalarının Soğuk Savaş sonrasında 11 Eylül 2001 Terör Saldırıları ile yetersiz kaldığı anlaşılmıştır. Söz konusu yeni dönemde AB; organize suç örgütleri, yasadışı silah ve uyuşturucu ticareti, bölgesel çatışmalar, artan kitle imha silahları ile yasadışı göç gibi karmaşık ve geniş bir tehdit skalası ile karşı karşıya kalmıştır. Birlik üyesi devletlerin bu tehditlerle tek başına mücadele etmesinin yetersiz olması neticesinde, kolektif çabalar gündeme gelmiştir. Bu bağlamda çalışmada AB tarafından açıklanan Güvenlik Strateji Belgeleri ve diğer önemli girişimler irdelenerek silahsızlanma ve silah kontrolü kapsamında Birliğin güvenlik mimarisine etkileri analiz edilecektir.

Analysıs Of The European Unıon’s Securıty Strategy Documents

Abstract

The collapse of the Union of Soviet Socialist Republics (USSR), along with its effect on the international system, has also caused a fundamental change in the security approach of the European Union (EU). Security policies that were created against a single enemy during the Cold War Period were insufficient after the Cold War with the terrorist attacks of September 11, 2001. With this new era, the EU has faced a complex and broad threat such as the illegal arms and drug trafficking, regional conflicts, increasing weapons of mass destruction and illegal immigration. The fact that the member states of the Union are inadequate to combat these threats alone has brought collective efforts to the agenda. In this context, by examining the Security Strategy Documents announced by the EU, the effects on the security architecture of the Union within the scope of disarmament and weapon control will be analyzed.
