THE BOUNDARIES OF COERCIVE DIPLOMACY: THE CASE OF THE 1980-1988 IRAN-IRAQ WAR

Abstract

Coercive diplomacy, which is an important research area in the field of international relations, is a type of diplomacy used by many states from past to present. Although it is considered as a strategy with a low success rate, it is often preferred by many actors because it costs much less than military methods if successful. When the international relations literature is examined, it is seen that the studies on coercive diplomacy are mostly related to the theoretical dimension of the strategy, but case studies are not included much, and even if they are included, these studies are mostly focused on the applications of the USA. Therefore, generalizations that will be valid worldwide for the success of the strategy have not been fully reached. In order to develop an empirical coercive diplomacy theory, it is thought that studies should be carried out all over the world that will include the contextual variables of different crises in the analysis, and thus the propositions of the strategy should be tested. In this context, in this study, coercive diplomacy practices in the process leading to the Iran-Iraq War between the two Middle Eastern states will be examined and the reasons for failure will be investigated.

ZORLAYICI DİPLOMASİNİN SINIRLARI: 1980-1988 İRAN-IRAK SAVAŞI ÖRNEĞİ

Abstract

Uluslararası İlişkiler alanında önemli bir araştırma konusu olan zorlayıcı diplomasi geçmişten günümüze birçok devlet tarafından kullanılan bir diplomasi türüdür. Başarı oranı düşük bir strateji olarak değerlendirilmesine rağmen başarılı olduğu takdirde askeri yöntemlere nazaran çok daha düşük maliyetli olduğundan dolayı birçok aktör tarafından sıklıkla tercih edilmektedir. Uluslararası İlişkiler literatürü incelendiğinde zorlayıcı diplomasiyle ilgili çalışmaların daha ziyade stratejinin teorik boyutuyla ilgili olduğu fakat vaka çalışmalarına pek fazla yer verilmediği, yer verilse dahi bu çalışmaların daha çok ABD’nin uygulamalarına odaklanan çalışmalar olduğu görülmektedir. Dolayısıyla stratejinin başarısına yönelik olarak dünya çapında geçerli olacak genellemelere tam anlamıyla ulaşılamamıştır. Empirik bir zorlayıcı diplomasi teorisinin geliştirilebilmesi için tüm dünyada, farklı krizlerin bağlamsal değişkenlerini de analize dahil edecek çalışmaların yapılması ve böylece stratejinin önermelerinin sınanması gerektiği düşünülmektedir. Bu bağlamda bu çalışmada iki Orta Doğu devleti arasında yaşanan İran-Irak Savaşı’na giden kriz sürecindeki zorlayıcı diplomasi uygulamaları incelenecek ve başarısızlık sebepleri araştırılacaktır.
