Identity and ASEAN: Obstacles on the Road to Becoming 'Us'

Abstract

The efforts of forging a common identity within ASEAN face tremendous challenges within the context of the association's core norms related to sustainable peace, security, and non-interference. ASEAN, aiming for a member-state belonging which is sharply different in so many dimensions, faces barriers for deep integration and collective identity formation in view of its principle of non-interference. This sovereignty prioritizing perspective of the regional states has resulted in a reluctance to address regional issues that require joint action, which in turn poses a problem for the establishment of a common identity. The rise of nationalist politics and ongoing bilateral-regional disputes among the states of the region in the face of regionalism undermine efforts to develop a common ASEAN identity. This fact of regional unawareness about ASEAN's goals hinders the creation of a collective sense of self for a cohesive common identity and regional belonging. This paper will explore how national interests, historical heritage, and unequal consciousness on the part of its people impede the development of Southeast Asia into a “we”, and how such hindrances may be surmounted as ASEAN seeks unity under its norms.

Kimlik ve ASEAN: ‘Biz’ Olma Yolunda Engeller

Abstract

ASEAN içinde ortak bir kimlik meydana getirmeye yönelik çalışmalar, birliğin temel normları olan sürdürülebilir barış, güvenlik ve müdahale etmeme politikaları bağlamında önemli zorluklarla karşı karşıya kalmaktadır. Birbirinden birçok yönden farklı olan üye devletleri arasında aidiyet duygusunu geliştirmeyi amaçlayan ASEAN, iç işlerine karışmama ilkesi nedeniyle derin bir entegrasyon ve kolektif kimlik oluşumu konularında engellerle karşılaşmaktadır. Bölge devletlerinin egemenliğe öncelik veren bu bakış açısı, ortak eylem gerektiren bölgesel meselelerin ele alınmasında isteksizliğe neden olmakta, bu ise ortak bir kimliğin tesisinde sorun teşkil etmektedir. Bölge devletleri arasında bölgeselciliğe karşın yükselen milliyetçi politikalar ve süregelen ikili-bölgesel anlaşmazlıklar, ortak bir ASEAN kimliği geliştirme çabalarına zarar vermektedir. Bölge insanı ASEAN’ın hedeflerinden habersizdir ve bu da uyumlu bir ortak kimlik ve bölgesel aidiyet için gerekli olan kolektif biz duygusunun oluşumunu etkilemektedir. Bu çalışmada ASEAN, normları aracılığıyla birlik için çabalarken, ulusal çıkarların, tarihi mirasın ve vatandaşları arasındaki farklı bilinç düzeylerinin Güneydoğu Asya’da “biz” olma yolunda ortaya çıkardığı engeller ve bunların çözüm yolları, değerlendirmeye tabi tutulacaktır.
