Journal of Health Systems and Policies (JHESP) is an international, open access, peer-review journal. It aims to publish researches, review and implementations of health systems, health policies, and medical sciences.
The journal is published 3 times a year (April, August, December). Original research results, applications, implementations, scientific reviews, and short communication notes on health care systems, health policies, and medical sciences are considered for publication.
We assure 45 days of the peer review process, accepted papers are immediately published online first and published on the regular issue. All process of publishing is free of charge.
The publication rights of the manuscripts sent to the JHESP are transferred to the journal. These manuscripts may not be published, reproduced, or used in any other publication without permission from the journal management.
The journal is the publication organ of İstanbul Medipol University Health Systems and Policies Application and Research Center.
General Considerations
Manuscripts do not have page limitations but should be kept to a minimum length. Authors should write in clear, concise English, employing an editing service if necessary.
All text (including the title page, abstract, all sections of the body of the paper, figure captions, scheme or chart titles, and footnotes and references) and tables should be in one file. Graphics may be included with the text or uploaded as separate files.
The submission file is in Microsoft Word, RTF, or WordPerfect document file format with use page size A4. 2.5 cm margins should be left at the edges of the page and the page numbers should be placed in the upper right corner of the page. The text is double-spaced; uses a 12-point font. It is best to use the fonts “Times New Roman”. This applies to figures, schemes, and tables as well as text.

The responsibility for all aspects of manuscript preparation rests with
the authors. Extensive changes or rewriting of the manuscript will not be
undertaken by the Editors.
Manuscripts that do not adhere to the guidelines may be returned to authors for correction.
The manuscript has not been previously published, or still should not be sent to another journal for consideration.
Manuscript Organization
Title Page: The title of the manuscript should reflect the purposes and findings of the work in order to provide maximum information in a computerized title search.
Authors' Names and Affiliations: The authors' full first names, middle initials, last names, and affiliations with addresses at the time of work completion should be listed.
Abstract and keywords. Articles of all types must have an abstract. The maximum length of the Abstract should be 400 words, organized in a the findings-oriented format in which the most important results and conclusions are summarized.
After the abstract, a section of Keywords has to be given. Keywords should be at least 3, maximum 5.
Main text
Original Research articles should include the following:
o Include pertinent information in the order listed immediately before the references.
o Corresponding Author Information: Provide telephone numbers and email addresses for each of the designated corresponding authors.
o Present/Current Author Addresses: Provide information for authors whose affiliations or addresses have changed.
o Author Contributions: Include statements such as "These authors contributed equally."
o Acknowledgment: Authors may acknowledge the conflict of interest, people, organizations, financial supporters in this section.
References and Notes
Citing in the Text. For citations in the text, use the last name of the author(s) and the year of publication (e.g. for a single author (Aydin, 2018) / for two authors (Aydin and Ozen, 2018) / for three or more authors (Aydin et al., 2018)
References: The reference list should be included at the end of the main text. A paper which has been accepted for publication but which has not appeared may be cited in the reference list with the abbreviated name of the journal followed by the words "in press". See Reference Style below.
Citation in text: Please ensure that every reference cited in the text is also present in the reference list (and vice versa). Any references cited in the abstract must be given in full. Unpublished results and personal communications are not recommended in the reference list but may be mentioned in the text. If these references are included in the reference list they should follow the standard reference style of the journal and should include a substitution of the publication date with either 'Unpublished results' or 'Personal communication'. Citation of a reference as 'in press' implies that the item has been accepted for publication.
Reference management software: Articles to be sent to our journal must be prepared in the reference software program (Mendeley, EndNote). Reference style: In the text, references should be quoted as the name of the first author and year in chronological order. Multiple authors are indicated by "et al.", except when there are only two authors, in which case both names are written. For example, The pattern of the pathology instead represents a synaptically connected network of neurons (Braak and Brain, 1991; Morris, 1997). This hypothesis was recently proposed by Nagy et al. (1997).
Tables: Tables must be concise and as simple as possible. The title of each table should clearly indicate the nature of the contents and should be placed above the table.
Figures: All figures should be clear, easily legible. Legends should contain sufficient detail to permit figure interpretation without reference to the text. The title should be placed under the figure.
Tables and Figures should be included in the main text and written in parentheses with the number at the end of the relevant sentence in the text. For example .... (Table 1:) or ... (Figure 1:) If an abbreviation and/or symbol is used on the figure and table, it should be explained with 10 font size under the table or figure.
For review articles, these sections are not required: Methodology,
Results, Discussion, and Conclusions.
Commentaries: Present the author’s viewpoint on the interpretation, analysis, or methods used in a particular study. The related article should be clearly stated. Text format is free, abstract is not required. The maximum word count is 1000 with a maximum of 5 references. Contact details of the responsible author should be provided.

Submitting the Manuscript
Communication and log in to Author’s Module All submissions to JHESP should be made by using Online Article Acceptance and Evaluation system on the journal web page.
Registration to System It is required to register into the Online Article Acceptance and Evaluation system (Journal Park) for the first time while entering by clicking “Create Account” button on the registration screen and the fill the opening form with real information. Some of the information required in the form is absolutely necessary and the registration will not work if these fields are not completely filled.
The authors are expected to return to the entry screen and log on with their username and password for the submission. Please use only English characters while determining your username and password.
If you already registered into the journal park system and forget your password, you should click on the “Forgot My Password” button, and your username and password will be mailed to your e-mail in a short while.
Adding Article This process consists of several different steps beginning with the loading of the article into the system. Browse button is used to reach the article file, under the Upload tab. After finding the article you may click to Choose File and the file will be attached.
Evaluation process
Submitted works are subject to a preliminary examination by the journal editors in terms of form and content. Studies deemed appropriate for publication in the journal in terms of form and content after preliminary examination are sent to at least two referees. The journal has a blind review system. The names of the referees evaluating the article are not communicated to the authors and the author information is not shared with the referees. If one of the referees gives a positive opinion and a negative opinion, the study is sent to a third referee. Studies deemed appropriate by at least two referees are published in the journal.
Articles that are positive as a result of the referee evaluation are taken into the "English Language Control" process. In the language check, some arrangements may be requested from the author.

All expenses of the journal are covered by Istanbul Medipol University. JHESP; does not charge for submission, processing, publishing, or any other process. All process of publishing is free of charge.
Yüksek lisans ve doktora eğitimini sayısal yöntemler alanında tamamlamıştır. Doçentlik alanı yönetim bilişim sistemleri olup, sağlık bilişimi konusunda çalışmaktadır.
Born in 1963 in Ünye, Ordu. He graduated from Ünye High School in 1979 and IU Cerrahpaşa Faculty of Medicine in 1985. In 2000, he completed his doctorate at IU Institute of Health Sciences, Department of Deontology and History of Medicine. He served as Chief Physician of Istanbul 112 Ambulance Command Center between 2002-2003, Assistant General Manager and General Manager at the Ministry of Health General Directorate of Pharmaceuticals and Pharmacy between 2003-2009, and Chief Physician at Istanbul Başakşehir State Hospital between 2009-2013. Dr. Tokaç is currently a faculty member at Istanbul Medipol University Faculty of Medicine, Department of Deontology and History of Medicine and Chairman of the Clinical Research Ethics Committee.
Dr. Mehmet Kocak earned his MSc degree in applied statistics from Michigan State University and a Ph.D. in applied statistics from the University of Memphis. He has been a study biostatistician for numerous Phase-I and Phase-II brain tumor clinical trials conducted by St. Jude Children’s Research Hospital from 2002-2011 and by Pediatric Brain Tumor Consortium (PBTC) from 2002-2021. Dr. Kocak also joined the Department of Preventive Medicine at the University of Tennessee Health Science Center (UTHSC) in 2011 and supported clinical and observational studies conducted by the institute. Since 2021, he has been the professor of Biostatistics in the International School of Medicine at Istanbul Medipol University, in addition to being the chair of the department of Biostatistics and Medical Informatics and the director of the Biostatistics and Bioinformatics Analysis Unit. His areas of research have been time-course gene expression data analysis, a meta-analysis of p-values, Phase-I/II/III clinical trial design, Survival analysis, and categorical data analysis. He is an expert in the SAS programming language and Statistical Simulations and Graphics.
Lisans eğitimini 1984’de İstanbul Üniversitesi Cerrahpaşa Tıp Fakültesi’nde, Yüksek Lisans ve Doktorasını 1994 ve 2003 yıllarında Hacettepe Üniversitesi’nde Sağlık Yönetimi alanında yaptı. 2009 yılında Yardımcı Doçent, 2014 yılında Doçent, 2019 yılında Profesör oldu.
27 Nisan 2020’den bu yana İstanbul Üniversitesi-Cerrahpaşa’da Sağlık Bilimleri Fakültesi Sağlık Yönetimi Bölümü Öğretim Üyesi olarak görev yapmaktadır.
2014-2020 yılları arasında, Acıbadem Üniversitesi’nde; Sağlık Bilimleri Fakültesi’nde Öğretim Üyesi ve Sağlık Yönetimi Bölüm Başkanı, Sağlık Politikaları Uygulama ve Araştırma Merkezi kurucu Müdürü ve Sürekli Eğitim ve Gelişim Merkezleri Müdürü görevlerini yürüttü.
2009-2014 yılları arasında İstanbul Üniversitesi’nde; Rektör Danışmanı ve kurucu Hastaneler Genel Direktörü görevleri ile Öğretim Üyesi olarak İstanbul Üniversitesi Sağlık Bilimleri Fakültesi’nde Sağlık Yönetimi Bölüm Başkanı ve Sağlık Ekonomisi Anabilim Dalı Başkanlığı görevlerinde bulundu.
2000-2009 yılları arasında, özel sektörde; sağlık yönetimi ve sağlık sigortacılığı alanlarında Genel Koordinatör, Danışman, Yönetim Kurulu Üyesi olarak çalıştı.
1984-1999 yılları arasında Sağlık Bakanlığı’nda; Gümüşhane Torul Aktaş Sağlık Ocağı Tabibi ve Gümüşhane İl Sağlık Müdürü, Sağlık Projesi Genel Koordinatör Yardımcısı ve Genel Koordinatör, Bakan Müşaviri ve Müsteşar Yardımcısı olarak görev yaptı.
1990 yılından bu yana Türkiye Sağlık Reformları sürecinde; değişik hükümetler ve yasama dönemlerinde hazırlanan kanun tasarı taslaklarının teknik çalışmalarında, Devlet Planlama Teşkilatı’nın Sağlık Sektörü Master Plan Etüt Çalışması ile VII., VIII., IX., X. ve XI. Beş Yıllık Kalkınma Planları Sağlık Özel İhtisas Komisyonlarında, Cumhurbaşkanlığı Devlet Denetleme Kurulu’nca hazırlanan “Ülkemizin Sağlık Sorunları ve Çözüm Önerileri” Raporu ve Johns Hopkins Üniversitesi Bloomberg Halk Sağlığı Okulu ile birlikte TÜSİAD “Sağlıklı Bir Gelecek: Sağlık Reformu Yolunda Uygulanabilir Çözüm Önerileri” Raporu’nda görev aldı.
2014-2016 yılları arasında Sağlık Bakanlığı Sağlık Politikaları Kurulu Üyesi olarak görev yaptı.
Türkiye Sağlık Enstitüleri Başkanlığı (TÜSEB) bünyesinde yer alan “Türkiye Halk Sağlığı ve Kronik Hastalıklar Enstitüsü (TÜHKE) Bilim Kurulu ile Türkiye Sağlık Hizmetleri Kalite ve Akreditasyon Enstitüsü Akreditasyon Enstitüsü (TÜSKA) Yürütme Kurulu (2017-2023), Sosyal Güvenlik Kurumu Sağlık Hizmetleri Fiyatlandırma Komisyonu YÖK Temsilcisi (2014-2023) ile TÜSİAD Sağlık Çalışma Grubu ile Türkiye Sağlık Platformu TÜSAP Yürütme Kurulu Üyesi olarak görev yapmaktadır. Ayrıca TÜSİAD Sağlık Hizmetlerinde Sürdürülebilirlik Alt Çalışma Grubu Başkanlığını yürütmektedir.

Dr. Jie Huang is a Professor and the director of Emergency Management Research Center at School of Public Health and Emergency Management, Southern University of Science and Technology. He is also an adjunct Research Professor at the Institute of Global Health and Development at Peking University.
Dr. Huang had a long track of interdisciplinary education and research experience in world-renowned institutions, including undergraduate study at Peking University School of Public Health, Master degree studies at Beijing Sport University, University of Michigan School of Information, University of North Carolina Chapel Hill School of Public Health, and a PhD study at University of Cambridge Darwin College and Wellcome Trust Sanger Institute.
Dr. Huang has published over 100 peer reviewed papers in leading scientific journals including Nature, Circulation, Blood, Nucleic Acids Research, etc., with a H-index of 54 and citation >18,000. He published a book “In the Name of Gene” in 2018 (Higher Education Press) and another book “A Brief History of Nucleic Acids” in 2022 (Peking University Press).
Three representative projects led by Dr. Huang are: (1) A project studying the disease spectrum in China and its relation to health life expectancy, founded by National Key Research and Development Program of China; (2) A project studying polygenic risk scores for cardiovascular diseases, funded by China National Science Foundation; (3) A project studying the dynamic prevention and control strategy of COVID-19 for international civil aviation, funded by the Civil Aviation Administration of China.

Dražan Kozak is a Professor at the Mechanical Engineering Faculty, University of Slavonski Brod, Croatia. He is also Rector’s Assistant for quality assurance at the same University. He was a Vice-Rector for education and students at the Josip Juraj Strossmayer University of Osijek, Croatia (2017-2020), Dean of the Mechanical Engineering Faculty in Slavonski Brod (2009-2013), and Vice-Dean for science (2005-2009) at the same institution. He received his MSc degree in
mechanical engineering (1995) and PhD degree (2001) in construction design from the Faculty of Mechanical Engineering and Naval Architecture, University of Zagreb, Croatia.
Prof. Kozak teach courses in mechanics, strength of materials, numerical methods, finite element method, structural optimization, fracture mechanics, pressure vessels and pipelines, experimental mechanics, etc. at his home University. He is author of 7 university books. Prof. Kozak is honorary professor at the GAMF Kecskemét college, Hungary and guest professor at the Faculty of technical sciences, University of Novi Sad, Serbia. He also teaches at the Xidian university, Xi’an, China; CAMPUS 02 University of applied sciences, Graz, Austria; University of Maribor, Slovenia, and University North, Varaždin, Croatia.
He taught the subjects within the Erasmus+ program of mobility at the Istanbul Aydin University, University of Salerno, John von Neumann University GAMF Kecskemét and University of Applied Sciences CAMPUS 02, Graz.
His research interests include strength analysis of parts by using finite element method, structural integrity assessment of pressure equipment, structural health monitoring, endurance of 3D printed implants made from Ti alloys for biomechanical application, porous lattice structural optimization, etc.
He published 134 articles in impacted Journals referred to the Web of Science Core Collection databases, which are 1.094 times cited. His Web of Science Author Identifiers is JAC-9699-2023. H-index is 17 according to WoSCC. He is member of the Editorial board of 14 journals. Prof. Kozak is president of the TEAM International Society (https://teamsociety.org) and president of the ESIS Croatia. He is co-owner of Patent No HRP20181620: “System for continuous wireless monitoring conditions of technical objects” approved by State Intellectual Property Office.
Currently he is mentor of 4 doctoral candidates, while 9 dissertations were already defended under his mentorship or co-mentorship. He was a member of the Committee for the evaluation and defense of 25 doctoral theses, of which 7 were abroad.
Cengizhan Öztürk (MD, Marmara University School of Medicine, 1984; PhD, Biomedical Engineering, Drexel University, 1997) completed his postdoctoral studies at the Medical Imaging Laboratory of Johns Hopkins University (JHU MIL). He joined Boğaziçi University’s Institute of Biomedical Engineering as a faculty member in 2000. Between 2002 and 2008, he worked as a visiting scientist at the National Institutes of Health (NIH, NHLBI - National Heart, Lung, and Blood Institute). In addition to his ongoing medical imaging-focused research projects, his recent work emphasizes the development of novel imaging systems and biomedical devices in Turkey, aligned with the principles of “democratizing and making research accessible” (https://xlab.boun.edu.tr).
Between 2008 and 2013, Prof. Cengizhan Öztürk served as the coordinator and later as the founding director during the establishment phase of the Center for Life Sciences and Technologies at Boğaziçi University (Boğaziçi LifeSci, https://lifesci.boun.edu.tr). Its Medical Device Development Laboratory operates an ISO13485 accredited Cleanroom dedicated for in vivo medical devices. Boğaziçi LifeSci’s additional infrastructure include Animal Care and Production Unit (Vivarium), Test-Analysis Unit and a newly established Preclinical Imaging Unit. Boğaziçi LifeSci is currently in its second major development phase, focusing on Targeted Therapy Technologies. It will become not only an academic Center of Excellence but also a regional hub for its translation into clinics and economic value. Since 2014, Dr. Öztürk was working as the founding coordinator of Istanbul Health Industry Cluster (ISEK), and as of 2023, he serves as the founding President of the Board of Directors for the newly established ISEK Association (http://i-sek.org). Boğaziçi LifeSci and ISEK support incubation and acceleration programs for MedTech startups at Teknopark Istanbul’s BioCube which provides also ready-to-move-in wet labs and GMP-ready pilot production facilities.
