CHILD WELFARE IN TURKEY: A DISCUSSION OF AND A MODEL FOR CHILD OMBUDSMANSHIP

Abstract

Ombudsmanship is a modern and independent mechanism of investigation aiming to prevent violation of rights, maladministration, and to provide a legal administration, and is being increasingly adopted by countries around the world. This mechanism has not only increased in number but it has also become varied in order to address issues in different areas. Making use of historical and descriptive research methodology based on literature review, this study aims to lay forth the reasons why the institution of Child Ombudsmanship is necessary is Turkey, and to provide recommendations on what characteristics such an institution needs to have. It is also aimed to theorize a new administrative organizational model for protecting and maintaining the rights of children as well as providing child welfare, and to bring into question the issue of the necessity of Child Ombudsmanship. A literature review has revealed that this study is the first of its kind as it deals with this issue regarding Turkey in particular, and therefore it is hoped that it may lead the way for future research
