Demokrasiyi Küresel Siyasette Efektif Kılma Arayışında Bir Kuramlaştırma Denemesi: Anthony McGrew’ın Ulus-Ötesi Demokrasi Yaklaşımı

21. yüzyılı tanımlayan küreselleşme olgusu, ulus-devletin sınırlarının ötesinde bir demokratikleşme imkân ve ihtiyacını doğurmuştur. Günümüzde ulusal demokrasinin geleceği sorgulanmakta ve ulus-ötesi alanda yeni demokrasi modelleri tartışılmaktadır. Temel soru şudur: Demokrasinin küreselleşmesini, küreselleşmenin demokratikleşmesi ile mezcetmek mümkün müdür? Ulus-ötesi demokratik teorinin savunucusu vasfını taşıyan McGrew, belli başlı dört ulus-ötesi demokrasi modeli öngörmektedir. Bunlar liberal enternasyonalizm, radikal demokratik çoğulculuk, kozmopolit demokrasi ve müzakereci demokrasidir. Liberal enternasyonalizm, liberal devletlerin hedeflerini gerçekleştirmek amacıyla başka devletlere müdahale edebileceğini, hatta yerine göre etmesi gerektiğini savunur. Radikal demokratik çoğulculuk, kimlik ve farklılık konularına makul bir açıklama getirmekle ilgilenir. Kozmopolit demokrasi kuramı, demokratik norm ve değerlerin küreselden yerele farklı düzeylerde uygulanmasını öngörmektedir. Müzakereci demokrasi kuramı ise temel belirleyici kolektif kararların siyasi bir tartışma sürecinin sonunda alındığı bir demokrasi modelidir. McGrew’a göre, bu modellerden son ikisi, ulus-ötesi demokrasi yaklaşımına diğerlerinden daha uygun düşmektedir. Çünkü bu modeller, ulusun sınırlarını aşan demokrasiye ilişkin en sistematik ve ikna edici açıklamayı sunmaktadır.

The phenomenon of globalization, which defines the 21st century, creates the possibility and need for democratization beyond the borders of the nation-state. Today, the future of national democracy is being questioned and new democracy models in the transnational arena are discussed. The core question is: is it possible to combine the globalization of democracy with the democratization of globalization? McGrew, who is an advocate of transnational democratic theory, proposes four major models of transnational democracy. These are liberal internationalism, radical pluralist democracy, cosmopolitan democracy and deliberative democracy. Liberal internationalism argues that liberal states can and should even intervene in other states in order to achieve their goals. Radical democratic pluralism concerned with providing a plausible explanation for issues of identity and difference. Cosmopolitan democracy theory envisages the application of democratic norms and values at different levels, from global to local. Deliberative democracy theory is a model of democracy in which the main determinant collective decisions are taken at the end of a political discussion process. According to McGrew, the last two of these models fit better with the transnational democracy approach than the others. Because these models offer the most systematic and convincing explanation of democracy that transcends national borders.
