Digital Twin City Phenomenon: Cases from the World and Trends in Turkey

Abstract

Today, in cities, parallel to technological developments, there is a search to solve problems such as global warming, population growth and depletion of resources and to strengthen public service provision. Innovations in information and communication technologies are essential in producing effective solutions. The digital twin city phenomenon has emerged as a result of these technological searches and innovations. Although there are many studies about smart cities in the Turkish literature, there are no studies on digital twin cities, which are on the agenda of international literature and are accepted as a new starting point in the construction of smart cities. Starting from the said deficiency, the study aims to reveal the digital twin city phenomenon with theory and practice dimensions. This study used a qualitative research design and employed a method of document analysis and literature review. In this context, the concepts of digital era governance, digital twin, and digital twin city are discussed in this study. Afterward, digital twins’ cases from various world cities are included in the study. Finally, the current situation and trends in digital twin cities in Turkey were evaluated. As a result, it can be said that digital twin cities have the potential to affect the sustainability of urban life positively. Nonetheless, it should be noted that what is realized in practice within the framework of digital twin city technology is not yet reached the level that meets the expectations in theory. There are technical and economic inadequacies as well as security concerns in the background of this. However, the development of digital twin cities in parallel with technological innovations and the increasing importance and interest in this phenomenon indicates that the gap between theory and practice will close.

Dijital İkiz Şehir Fenomeni: Dünyadan Örnekler ve Türkiye’deki Yönelimler

Abstract

Günümüzde şehirlerde, küresel ısınma, nüfus artışı ve kaynakların tükenmesi gibi sorunları çözmek ve kamusal hizmet sunumunu güçlendirmek için teknolojik gelişmelere de paralel olarak bir arayış mevcuttur. Etkili çözümler üretilmesinde ise bilgi ve iletişim teknolojilerindeki yenilikler önemli bir rol oynamaktadır. Dijital ikiz şehir fenomeni de bu arayışların ve teknolojideki yeniliklerin bir sonucu olarak ortaya çıkmıştır. Türkçe literatürde akıllı şehirler ile ilgili çok sayıda çalışma bulunmasına rağmen uluslararası literatürün gündeminde yer alan ve akıllı şehirlerin inşasında yeni bir başlangıç noktası olarak kabul edilen dijital ikiz şehirlere ilişkin herhangi bir araştırmaya rastlanılmamaktadır. Söz konusu eksiklikten hareketle çalışmanın amacı, dijital ikiz şehir fenomeninin teori ve uygulama boyutuyla ortaya konulmasıdır. Nitel bir araştırma tasarımına sahip olan bu çalışmada, literatür incelemesi ve doküman analizi yöntemi kullanılmıştır. Bu bağlamda çalışmada dijital çağ yönetişimi, dijital ikiz ve dijital ikiz şehir kavramları ele alınmakta, ardından dünyanın çeşitli şehirlerinden dijital ikiz örneklerine yer verilmekte ve son olarak ise dijital ikiz şehirler ile ilgili Türkiye’deki mevcut durum ve yönelimler değerlendirilmektedir. Sonuç olarak dijital ikiz şehirlerin kent yaşamının sürdürülebilirliğini olumlu yönde etkileme potansiyeli taşıdığı söylenebilir. Bununla birlikte dijital ikiz şehir teknolojisi çerçevesinde pratikte gerçekleştirilenlerin teorideki beklentileri karşılayacak düzeye henüz ulaşmadığı, bunun arka planında ise teknik ve ekonomik yetersizliklerin yanı sıra güvenlik endişelerinin yer aldığı belirtilmelidir. Ancak dijital ikiz şehirlerin teknolojik yeniliklere paralel bir şekilde gelişmesi ve bu fenomene verilen önemin ve gösterilen ilginin giderek artması teori ile pratik arasındaki farkın kapanacağına işaret etmektedir.
