Ethical Principles and Publication Policy

In KMU Journal of Social Sciences, publication processes are carried out in a way to serve the development of impartial and reputable knowledge. Within the scope of publication ethics, our journal adopts the principles of the international Committee on Publication Ethics (COPE) “Code of Conduct and Best Practice Guidelines for Journal Editors” and “Code of Conduct for Journal Publishers” and expects all stakeholders (readers, authors, referees, publishers and editors) to fulfill the following ethical responsibilities. The following ethical duties and responsibilities have been prepared in open access, taking into account the guidelines and policies published by the Committee on Publication Ethics (COPE) and Council of Higher Education Institutions (CoHE) (see https://publicationethics.org). All stakeholders should pay attention to the standard general and specific ethical rules and responsibilities shared below.
The management of our journal is committed to the successful execution and improvement of the article acceptance, evaluation and publication processes within the framework of ethical publishing rules. It welcomes the stakeholders and readers of the researches to report plagiarism, duplicate publication, inaccuracy, suspicious content or situations they see in the reviews published in KMU Journal of Social Sciences to kmusbd@kmu.edu.tr e-mail address. It reports the data and results obtained on the subject to the relevant parties and follows up.


1. RESPONSIBILITIES OF STAKEHOLDERS
a) Responsibilities of Editors
KMÜ JOURNAL OF SOCIAL SCIENCES editors and associate editors will provide the following ethical duties and responsibilities based on the principles of the COPE Code of Conduct and Best Practice Guidelines for Journal Editors and the COPE Best Practice Guidelines for Journal Editors published by the Committee on Publication Ethics (COPE):
- Editors have the responsibility and authority to accept or reject manuscripts. They must use this responsibility and authority in a proper and timely manner.
- Editors should prioritize academic concerns and criteria when accepting articles to the journal.
- Editors should not be in a conflict of interest/relationship with the articles they accept or reject.
- Editors should accept original articles that will contribute to the relevant fields specified in the journal policy.
- Editors should reject incomplete and erroneous research that does not comply with the journal policy, publication rules and level without any influence.
- Editors should allow inaccurate, incomplete and problematic articles to be withdrawn before or after the referee report, or to be published after correction.
- Editors are responsible for ensuring that manuscripts evaluated by at least two referees are evaluated according to a double blind refereeing system and for keeping the names of referees and authors confidential.
- Editors continue their work processes without compromising intellectual property rights and ethical standards.
- Editors take responsibility for the plagiarism status of the articles and whether they are unpublished original research through “Turnitin and/or Ithenticate” plagiarism programs.
- Editors take into account the knowledge, skills and experience needed by all readers, researchers and practitioners.
- The editors take care to ensure that the published issues contribute to the reader, researcher, practitioner and the scientific field and are of original quality.
- Editors ensure that all members of the advisory committee advance the processes in accordance with the publication policies and guidelines.
- Editors inform advisory committee members about publication policies.
- Editors ensure that advisory committee members independently evaluate their work.
- Editors can contribute to new advisory board members and make decisions as appropriate.
- Editors should submit manuscripts for review that are appropriate to the expertise of advisory board members.
- Editors interact regularly with the advisory board.
- Editors organize regular meetings with the editorial board to discuss editorial policies and journal development.
- The relationship between the editors (Editor and Associate Editors) and the publisher is based on the principle of editorial independence. According to the written agreement between the editors and the publisher, all decisions of the editors are independent of the publisher and the owner of the journal.
- It is the duty of the editors to complete the preliminary review, refereeing, editing and publishing processes of the articles submitted to the journal in a timely and healthy manner.

b) Responsibilities of Authors
- It is the responsibility of the author to ensure that the submitted article is original and research-based in accordance with the specified academic fields.
- The submitted article should not be in violation of scientific publication ethics (plagiarism, forgery, distortion, republication, slicing, unfair authorship, not specifying the supporting organization).
- The article should not be submitted to different journals/journals at the same time and should not have been previously published in another journal/journal.
- It is against the ethics of science to include the names of people who have not made academic contributions to the article as authors or to rank authors based on unscientific criteria such as title, age and gender without considering the order of contribution. It should not be suggested to change the order of authors, remove authors, or add authors to an article that has been submitted for publication. All authors must consent for a study to be published.
- The author(s) are obliged to submit the raw data of the article to the editor if requested by the journal editors.
- Authors submitting an article to the journal are assumed to have read and accepted the journal's publication and editorial guidelines, and the authors are deemed to have committed to what is expected of them in these guidelines.
- The references cited must be indicated in the bibliography and the “References” list must be prepared completely and accurately.
- The author(s) are obliged to contact the editor to inform the editor, to correct or withdraw the manuscript when they realize an error in their manuscript, which is in the review and early view stage or published electronically.
- The author(s) should take into account the Directive on Scientific Research and Publication Ethics as stated by the Council of Higher Education (CoHE).

c) Responsibilities of Reviewers
- Reviewers should evaluate the manuscript to be published in the journal with the responsibility to promote academic quality.
- Reviewers should only accept to review manuscripts for which they have the necessary expertise to make an appropriate assessment, can observe blind reviewer confidentiality, and can keep the details of the manuscript confidential in every way.
- During and after the manuscript review process, no information about the reviewed manuscript should be shared with others in any way.
- Reviewers should only evaluate the accuracy of the content of the articles and their compliance with academic criteria. The fact that the opinions expressed in the article differ from the referee's opinions should not affect the evaluation.
- Evaluations should be made impartially and referee reports should be objective and measured. Insulting, belittling and accusatory statements should be avoided.
- Referees should avoid superficial and vague statements in their evaluation reports. In evaluations with negative results, the deficient and defective issues on which the result is based should be shown concretely.
- Reviewers should evaluate the manuscripts within the time allotted to them. If they will not review the manuscript, they should notify the journal within a reasonable period of time.
- There should be no conflict of interest between the referees and the stakeholders of the article under review.
- The completion of other articles, works, sources, references, citations, rules and similar deficiencies related to the article should be pointed out.
- Based on the double blind review system, the reviewed articles or reviewers are not disclosed.

2. GENERAL ACTIONS CONTRARY TO SCIENTIFIC RESEARCH AND PUBLICATION ETHICS
a) Plagiarism: Presenting the ideas, methods, data, applications, writings, figures or works of others, partially or completely, as one’s own work without citing them in accordance with scientific ethical rules,
b) Forgery: Producing data not based on research, editing or changing the presented or published work based on false data, reporting or publishing these, presenting a research that has not been conducted as if it has been conducted,
c) Distortion: Falsifying research records and obtained data, presenting methods, devices and materials that were not used in the research as if they were used, not evaluating data that is not in accordance with the research hypothesis, tampering with data or results to fit the relevant theory or assumptions, falsifying or shaping research results in line with the interests of persons and organizations from which support is received,
d) Duplicate Publication: Presenting more than one work containing the same results of a research as separate works in associate professorship exam evaluations and academic promotions,
e) Slicing: Undermining the integrity of the results of a research in a way that would distort, inappropriately divide into pieces and present as separate works in certain exam evaluations and academic incentives and promotions by publishing numerous publications without citing each other,
f) Unfair Authorship: Adding people who do not actively contribute to the article authors, not including people who do actively contribute among the authors, changing the author order in an unjustified and inappropriate manner, removing the names of those who actively contribute from the work during publication or in subsequent editions, using one's influence to have one's name included among the authors even though one has not actively contributed,
g) Other Types of Ethical Violations: Not clearly stating the supporting persons, institutions or organizations and their contributions in the research in the publications of research conducted with support, not complying with ethical rules in research conducted on humans and animals, not respecting patient rights in publications, sharing information in a work that one has been assigned to review as a referee with others before publication, using resources, places, facilities and devices provided or allocated for scientific research for purposes other than intended, making completely unfounded, unfounded and intentional accusations of ethical violation (YÖK Scientific Research and Publication Ethics Directive, Article 8).

3. PLAGIARISM POLICY
KMÜ Journal of Social Sciences has started to check the studies sent for publication through plagiarism programs (Turnitin or iThenticate) as of December 2018. The author must also send a document showing the plagiarism rate along with the study. Studies with a plagiarism rate of over 15% (excluding the references) are not evaluated and are returned to the author. If a study published in the journal is found to be plagiarized, the Editorial Board reserves the right to take various actions, including withdrawing the article, reporting the issue to the department head, dean and/or relevant institutions at the institution where the author works.

4. OPEN ACCESS POLICY
KMÜ Journal of Social Sciences provides open access for the continuous and free use of its content in order to increase the global exchange of knowledge and to produce beneficial results for humanity. In this context, all articles published in the journal are open to access at https://dergipark.org.tr/en/pub/kmusbd/archive.
All content of the journal can be accessed free of charge by individuals and institutions. All users can read, download, copy, distribute, print, search and link to the full texts of the articles published in the journal without obtaining permission from the authors or the journal management.
KMÜ Journal of Social Sciences has adopted an open access policy with publication. Open access increases the global exchange of knowledge and produces beneficial results for humanity. KMU JOURNAL OF SOCIAL SCIENCES also supports the Budapest Open Access Initiative, which was accepted on September 12, 2012.
In this context, the open access policies adopted by the editorial board of KMÜ Journal of Social Sciences are available at http://www.budapestopenaccessinitiative.org/boai-10-translations/turkish-translation.
All articles published in KMU Journal of Social Sciences are licensed under the "Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 International License". This license; It grants the right to reproduce, share and disseminate all published articles, data sets, graphics and attachments in data mining applications, search engines, websites, blogs and all other platforms, provided that the source is cited. Open access is an approach that facilitates interdisciplinary communication and encourages different disciplines to work with each other. In this direction, KMÜ Journal of Social Sciences provides added value to its field by offering more access to its articles and a more transparent evaluation process.

Authors who submit articles to our journal read and approve the copyright agreement specified below when uploading their work to our journal's online system.
Articles submitted to our journal must not have been previously published in any medium or sent for publication to any publication medium.
Authors who submit articles read and approve the copyright notice text specified below on the checklist screen when uploading their work to our journal's online system. By checking the "I declare that it complies with the above items" box at the end of the checklist, they are deemed to have accepted the copyright notice text.

8. However, the author(s) have the right to reproduce the article, distribute it by mail or electronically. Use of any part of the article in another publication is permitted provided that KMÜ Social Sciences Journal is indicated as the publisher and the Journal is cited.
9. When citing, the Journal Name, Article Name, Author(s)'s Name, Surname, Volume No, Issue No and Year should be given. Documents related to published or unaccepted articles (photographs, original figures, etc.) are kept by KMÜ Social Sciences Journal for one year starting from the date of the decision and are destroyed at the end of this period.
10. The Author/Authors undertake/undertake that the ‘Journal Editors and publisher’ of KMÜ Journal of Social Sciences have no responsibility in the event of any claims or lawsuits filed by third parties due to copyright infringement, and that all responsibility belongs to the authors.
11. In addition, the Author/Authors undertake/undertake that there is no criminal element or illegal expression in the article, and that no illegal material or method was used during the research.

6. PROTECTION OF PERSONAL DATA
Editors ensure the protection of personal data regarding the subjects or images included in the evaluated study. Contributors to the journal (editors, authors and referees) are provided with documents showing their contributions upon request.

7. ETHICS COMMITTEE, HUMAN AND ANIMAL RIGHTS
Editors ensure the protection of human and animal rights in the evaluated studies. Editors have the responsibility to reject the study when there is no approval from the ethics committee on the subjects used in the study and no permission regarding experimental research. In studies requiring ethics committee approval, information regarding the permission (name of the committee, date and number) should be included in the method section and also on the first/last page of the article. In case reports, information indicating that the informed consent/consent form was signed should be included in the article.

8. POSSIBLE MISCONDUCT AND MISCONDUCT PRECAUTIONS
Editors take precautions against possible misconduct and misconduct. In addition to conducting a meticulous and objective investigation regarding the detection and evaluation of complaints regarding this situation, the editor's responsibilities include sharing the findings on the subject with the competent authorities.

9. PROVIDING ACADEMIC PUBLICATION INTEGRITY
Editors ensure that errors, inconsistencies or misleading decisions in the works are promptly corrected.

10. PROTECTION OF INTELLECTUAL PROPERTY RIGHTS
Editors are obliged to protect the intellectual property rights of all published articles and to defend the rights of the journal and authors in case of possible violations, and to take the necessary measures to ensure that the content of all published articles does not violate the intellectual property rights of other publications.

11. CONSTRUCTIVITY AND OPENNESS TO DISCUSSION
Editors take into consideration the criticisms made against the works published in the journal and exhibit a constructive attitude towards these criticisms in line with the purpose and scope of the journal. The authors of the works criticized have the right to respond. Works containing negative results are rejected.

12. COMPLAINTS
Editors are obliged to carefully review the complaints and respond to the authors, referees or readers in an enlightening and explanatory manner.

13. POLITICAL AND COMMERCIAL CONCERNS
The owner of the journal, the publisher and no other political or commercial element can influence the independent decisions of the editors.

14. CONFLICTS OF INTEREST
Editors guarantee and ensure that the publication process of the journal will be carried out independently and impartially to the authors and referees. In addition, Authors are obliged to include the following at the end of the article; Contribution Rate Statement of the Researchers, Support and Acknowledgement Statement, and Conflict Statement, if any.

15. CONFIDENTIALITY STATEMENT
Personal information such as names and e-mail addresses entered into the KMÜ Journal of Social Sciences journal management system will be used only for the scientific purposes of this journal. This information will not be used for any other purpose or section and will not be shared with third parties.

16. ARCHIVING POLICY
Metadata and full texts of all articles published in KMÜ Journal of Social Sciences are stored in XML and .pdf formats on a 3rd party cloud server in a closed access manner. In addition, all articles are stored and presented in .pdf format on ULAKBİM servers through the TÜBİTAK ULAKBİM Journal Database (DergiPark).

1. Authors can use the final published version of an article for archiving in their own archives, the author's personal website, or an institutional repository after publication (e.g., in scientific databases or websites such as university, ResearchGate, Academia.edu).
2. Authors can self-archive their articles in public and/or commercial subject-based archives. There is no embargo period.
3. Authors can download the output of the article as a PDF document. Authors can send copies of the article to others without embargo.
4. Authors retain copyright and grant the right of first publication of the journal to KMÜ Journal of Social Sciences, the work is simultaneously licensed under the Creative Commons Attribution License (CC BY-NC-ND 4.0) and allows others to share the work by acknowledging authorship of the work and its first publication in this journal.
5. Authors may make separate, additional contractual arrangements for the distribution of the published version of the work in the journal (e.g., submission to an institutional repository, publication in a journal or a book), provided that they own the copyright to their work, with an acknowledgement of the first publication in this journal.
6. The publisher allows all versions of the articles (submitted version, accepted version, published version) to be deposited in an institutional or other repository of the author's choice without embargo.
