the Ottoman Empire, the Çoruh River Basin constitutes an important part of the
region where Kars, Ardahan and Batum cities known as Elviye-i Selase are located.
This valley has Artvin and its districts in a region that is called "the soils neighboring
the sky".
The region, which consists of high mountains and cliff rocks that do not give passage,
is strategically important due to not only its presence on the Russian border, but also
its physical beauty and its underground and above-ground treasures. In order to
prevent the expansionist Russia’s attention due to these properties of these lands,
Ottoman Empire, besides the military precaution, had commercial and economic
activity in the region by making highways and tried to hinder the imperialist Russian
politics.
In this study, the construction activities of highways that can be used for the purpose
of preventing external threats that may arise and that may build any kind of relation
between the settlements in the region are discussed.
