Öz

The Armed conflicts between Azerbaijan and Armenia on 28 March 1993 affected the relations between Türkiye and Armenia negatively. As of 3 April 1993, Türkiye halted grain transport to Armenia and closed the land border between the two countries. In addition to historical problems, the Nagorno-Karabakh crisis appears to be the greatest obstacle to restoration of relations since then. To contribute to the normalization process and regional stability, it is essential that the process of normalization is not confounded by these other complex concerns and that an economic functionalist perspective shall be adopted. The article aims to examine the evolution of Türkiye-Armenia ties over the last two decades, to highlight present issues, and to emphasize why a solution is required considering the societal and diplomatic initiatives achieved thus far to normalize relations, and especially to explore and emphasize economic opportunities for the rapprochement.

Türkiye ve Ermenistan Arasındaki İlişkilerin Düzelmesinde Ekonomik Potansiyeller

Azerbaycan ve Ermenistan arasındaki 28 Mart 1993 çatışmaları Türkiyeve Ermenistan ilişkilerini de olumsuz yönde etkilemiştir. 3 Nisan 1993’de Türkiye, Ermenistan'a tahıl sevkiyatını durdurdu ve iki ülke arasındaki kara sınırını kapattı. Tarihi sorunların yanı sıra, Dağlık Karabağ krizi, o zamandan bu yana ilişkilerin yeniden kurulmasının önündeki en büyük engel olarak görünmektedir. Normalleşme sürecine ve bölgesel istikrara katkı sağlamak için normalleşme sürecinin bu diğer karmaşık meselelerle iç içe olmaması ve ekonomik işlevselci bir yaklaşım sergilemek kritik bir önem taşımaktadır. Makale, Türkiye-Ermenistan ilişkilerinin son yirmi yıldaki gelişimini incelemeyi, mevcut sorunları vurgulamayı ve ilişkileri normalleştirmek için şimdiye kadar gerçekleştirilen toplumsal ve diplomatik girişimler dikkate alınarak neden bir çözüme ihtiyaç duyulduğunu vurgulamayı ve özellikle de yakınlaşma için ekonomik olanakların ortaya konulması ve vurgulanmasını amaçlamaktadır.
