Fulya Kincal 1981 yılında doğdu. Dokuz Eylül Üniversitesi Amerikan Kültürü ve Edebiyatı Bölümü'nde lisans eğitimini tamamladı. Ardından Atatürk Üniversitesi İngiliz Dili ve Edebiyatı Anabilim Dalı'nda "Social and Political Dimensions of John Osborne's Epoch Making Works" [John Osborne'un Başlıca Eserlerinin Sosyal ve Politik Yönleri] başlıklı tez çalışmasıyla yüksek lisansını tamamladı. Meslek hayatına 2005 yılında Ford Otosan otomotiv şirketinde Halkla İlişkiler sorumlusu olarak başladı. 2008 yılında Kırklareli Üniversitesi'nde okutman olarak göreve başladı. 2009 yılında Kırklareli Üniversitesi Yabancı Diller Bölüm Başkan'ı olarak ve 2010 yılında da Yabancı Diller Yüksekokul Müdür'ü olarak görevlendirildi. 2021 yılında Tekirdağ Namık Kemal Üniversitesi Fen ve Edebiyat Fakültesi'ne Dr. Öğretim Üyesi olarak geçti.Şuan bu aynı üniversitede Doçent Dr. olarak görevine devam ediyor.
