ASSESSMENT OF THE TURKISH AGRICULTURE SECTOR IN TERMS OF SELF-EFFICIENCY AND FOOD SECURITY: INTEGRATED DEA/AHP ANALYSIS

Abstract

The main purpose of this study is to evaluate the self-sufficiency of the Turkish agricultural sector in terms of food security, based on the debates that the Turkish agricultural sector has lost its self-sufficiency feature. In this context, this study aims to answer the question of '' Is the Turkish agricultural sector able to ensure self-sufficiency and food security? For this purpose, self-sufficiency is first examined on the basis of the adequacy of the product classes, then on the basis of the ratio of meeting calorie needs. Finally, based on the 2019 data of the Global Food Security Index (GFSI) study, using the integrated DEA / AHP approach, Turkish agriculture is analyzed in terms of food security from a sample of 30 OECD countries. When the findings are examined, it is deemed necessary for self-sufficiency to increase production in terms of dry legumes, grain total and other grains total. Similarly, it is necessary to ensure the continuity of the increase in production observed in recent years in products such as beef, sunflower and rice. In terms of food security, it is important to adopt remedial policies, especially in terms of affordability and natural resources and durability.

TÜRK TARIM SEKTÖRÜNÜN KENDİ KENDİNE YETERLİLİK VE GIDA GÜVENCESİ AÇISINDAN DEĞERLENDİRİLMESİ: BÜTÜNLEŞİK VZA/AHP ANALİZİ

Abstract

Bu çalışmanın temel amacı, kamuoyunda sıklıkla dile getirilen Türk tarım sektörünün kendi kendine yeterlilik özelliğini kaybettiğine yönelik tartışmalar üzerine, Türk tarım sektörünün kendi kendine yeterliliğini ve gıda güvencesi açısından durumunu değerlendirmektedir. Bu açıdan çalışma, “Türk tarım sektörünün kendi kendine yeterliliği ve gıda güvencesini sağlayabilmekte midir?” sorusunu cevaplamaya çalışmaktadır. Bu amaçla kendi kendine yeterlilik, öncelikle ürün sınıflarının yeterlilik derecesi üzerinden incelenmekte, daha sonra kalori gereksinimlerinin karşılanması oranından hareketle incelenmektedir. En son olarak Küresel Gıda Güvencesi İndeks (Global Food Security Index - GFSI) çalışmasının 2019 verilerinden hareketle bütünleşik VZA / AHP yaklaşımı kullanılarak gıda güvencesi açısından Türk tarımı 30 OECD ülke örnekleminden hareketle incelenmektedir. Elde edilen bulgular incelendiğinde, kuru baklagiller, tahıl toplamı ve diğer tahıllar toplamı açısından üretimin artırılmasının kendi kendine yeterlilik açısından gerekli olduğu görülmektedir. Benzer şekilde sığır eti, ayçiçeği ve pirinç gibi ürünlerde son yıllarda gözlemlenen üretim artışlarının devamlılığının sağlanması gerekmektedir. Gıda güvencesi açısından ise özellikle satın alınabilirlik ve doğal kaynak ve dayanıklılık boyutlarına yönelik iyileştirici politikaların benimsenmesi önem arz etmektedir.
