Abstract
Right to the City (RttC) concept was introduced by Henri Lefebvre in his book of the same name. He rested several problems of this era on capitalist production relations that he believed to be changed. For this reason, he grounded his Right to the City concept on revolutionary approach. With realization of Right to the City, he underlines the possibility of accessing cities as become ouvres instead of products that free themselves from the domination of capital.
In this study, provisions and implementations of law no.6360 is analysed in the context of Lefebvre’s Right to the City concept by its elements such as participation, collective action, respecting the environment and belonging/claim. Having provisions that affect directly the inhabitants, this law brings strictly negative regulations regarding the participation of citizens to the decision-making mechanisms about urban services and management especially by abolition of several local government agencies. It also critical that this regulation clearly conflicts with the provisions of European Charter of Self-Government that Turkey presently is party.
