Kamu Hizmet Motivasyonu Ölçeği: Türkçe’ye Uyarlama, Geçerlik ve Güvenirlik Çalışması

Abstract

Bu çalışmanın amacı, Kim (2009) tarafından geliştirilen Kamu Hizmet Motivasyonu Ölçeğinin geçerliğinin ve güvenilirliğinin test edilerek Türkçe uyarlamasının yapılmasıdır. Ölçek öncelikle beş aşamalı bir yöntemle Türkçe’ye çevrilmiştir. Ölçeğin madde kapsam geçerlik indeksi 0,82 ile 1.00 arasında değişmektedir ve toplam madde kapsam geçerlik indeksi 0,96 olarak hesaplanmıştır. Araştırma verileri, iki farklı örneklem grubundan toplanmıştır. Ölçeğin yapı geçerliğine yönelik açımlayıcı ve doğrulayıcı faktör analizleri yapılmıştır. Ölçeğin güvenilirliği için ise Cronbach Alpha katsayısı, AVE ve CR değerleri, madde-toplam korelasyonları, %27’lik alt-üst grup madde karşılaştırmaları ve test-tekrar test analizi kullanılmıştır. Yapılan açımlayıcı faktör analizi sonucunda ölçekte yer alan 12 maddenin iki faktör altında toplandığı ve toplam varyansın %66,609’unu açıkladığı tespit edilmiştir. Doğrulayıcı faktör analiz sonucunda ölçeğin 12 maddeden oluşan iki boyutlu yapısının kabul edilebilir uyum indeks değerlerine sahip olduğu görülmüştür. Ölçeğin Cronbach Alpha katsayısı birinci örneklemde 0,929, ikinci örneklemde ise 0,910 olup, yüksek güvenilirlik düzeyine sahiptir. Ölçeğin birinci ve ikinci örneklemde AVE değerleri 0,50, CR değerleri 0,70’den daha yüksektir. Ayrıca ölçeğin madde-toplam korelasyonlarının birinci örneklemde 0,533 ile 0,812; ikinci örneklemde 0,513 ile 0,748 arasında değiştiği ve %27’lik alt-üst grup madde karşılaştırmalarına yönelik yapılan t-testi sonuçlarının istatistiksel olarak anlamlı bir şekilde farklılaştığı tespit edilmiştir. Yapılan test-tekrar test analizi sonucunda farklı tarihlerde toplanan veriler arasında anlamlı farklılık olmadığı ve ölçeğin test-tekrar test güvenilirliğine sahip olduğu görülmüştür. Araştırmadan elde edilen sonuçlar, 12 maddeden oluşan iki boyutlu Kamu Hizmet Motivasyonu Ölçeğinin Türk kültüründe kamu personelinin kamu hizmetine yönelik motivasyonunu ölçmede geçerli ve güvenilir olduğunu ortaya koymuştur.

Public Service Motivation Scale: Adaptation to Turkish, Validity and Reliability Study

Abstract

The aim of this study is to test the validity and reliability of the Public Service Motivation Scale developed by Kim (2009) and to adapt it to Turkish. The scale was first translated into Turkish with a five-stage method. The item content validity index of the scale ranged from 0.82 to 1.00, and the total item content validity index was calculated as 0.96. Research data were collected from two different sample groups. Explanatory and confirmatory factor analyzes were conducted for the construct validity of the scale. For the reliability of the scale, Cronbach Alpha coefficient, AVE and CR values, item-total correlations, 27% lower-upper group item comparisons and test-retest analysis were used. As a result of the exploratory factor analysis, it was determined that 12 items in the scale were grouped under two factors and explained 66,609% of the total variance. As a result of confirmatory factor analysis, it was seen that the two-dimensional structure of the scale consisting of 12 items had acceptable fit index values. The Cronbach Alpha coefficient of the scale was 0.929 in the first sample and 0.910 in the second sample, and it has a high level of reliability. In the first and second samples of the scale, the AVE values were 0.50 and the CR values were higher than 0.70. In addition, it was determined that the item-total correlations of the scale varied between 0.533 and 0.812 in the first sample, between 0.513 and 0.748 in the second sample, and the t-test results for 27% lower-upper group item comparisons differed statistically. As a result of the test-retest analysis, it was seen that there was no significant difference between the data collected on different dates and the scale had test-retest reliability. The results obtained from the research revealed that the two-dimensional Public Service Motivation Scale, consisting of 12 items, was valid and reliable in measuring the motivation of civil servants towards public service in Turkish culture.
