İklim Değişikliğiyle Mücadele Kapsamında Yeşil Ekonomi, Yeşil İşler, Yeşil Katma Değer Oluşturma ve Almanya Örneği

Abstract

Bu çalışmada; iklim değişikliği ile mücadele kapsamında ekonominin yeşilleşmesi, yeşil işlerin ortaya çıkması ile oluşan yeni istihdam politikaları, bu durumun sosyal hayat ve toplum refahını etkileyen yanları ve katma değer yaratma incelenmektedir. Küresel ısınmanın etkisi ile giderek değişen işgücü dinamikleri talepleri etkilemekte; bu durum da ülkelerin strateji ve politikalarını etkilemektedir. Bu konunun incelenmesi istihdamın geleceği açısından da büyük önem arz etmektedir. Bu çalışma; iklim değişikliğiyle mücadele kapsamında yeşil ekonomi ve yeşil işlerin sosyal yaşama etkilerini incelemeyi amaçlayan nitel bir çalışmadır. Mevcut literatürün sistematik biçimde incelendiği doküman analizi yöntemine başvurulmuştur. Bu yöntem yoluyla, konuya ilişkin akademik kaynaklar, uluslararası raporlar ve politika belgeleri analiz edilerek bir çerçeve oluşturmak hedeflenmiştir. Çalışmanın temel amacı; yeşil ekonominin tanımını ve kavramsal çerçevesini ortaya koyarak, yeşil istihdam ve yeşil işlerin hangi alanlarda olduğunu açıklarken, nükleer ve fosil yakıt kaynaklardan, çevreye duyarlı yenilenebilir enerji kaynaklarına başarılı bir dönüşüm gerçekleştirmiş olan, AB’nin güçlü bir ekonomiye sahip üyesi Almanya’nın yeşil ekonomi ve yeşil işler noktasında ne gibi ilerlemeler kaydettiğini, dünyada yeşil işlere yönelik potansiyelin olup olmadığı ve neler yapılması gerektiğini vurgulamaktır. Bu çalışmanın sonucunda; yeşil ekonominin sosyal politika aracı olarak güçlendirilmesi gerektiği, beceri geliştirme ve mesleki eğitim programlarının önemi, sosyal güvenlik mekanizmalarının uygulanmasının ve Yeşil Mutabakat eylem planlarının entegrasyonunun gerekliliği ortaya konulmuştur.

The Green Economy, Green Jobs, and Green Value Creation in the Context of Combating Climate Change: The Case of Germany

Abstract

The greening of the economy within the framework of combating climate change, the emergence of green jobs and the resulting new employment policies, the effects of this transformation on social life and societal welfare, and the process of value-added creation are examined in this study. As a result of global warming, changing labor market dynamics increasingly influence labor demand, which in turn shapes national strategies and policies. Analyzing this issue is therefore of great importance for the future of employment. The present study is a qualitative research that aims to examine the effects of the green economy and green jobs on social life within the context of combating climate change. The document analysis method, which involves a systematic review of the existing literature, was used. Through this method, academic sources, international reports, and policy documents related to the subject are analyzed to establish a comprehensive analytical framework. The main objective of the study is to present the definition and conceptual framework of the green economy and to explain the fields in which green employment and green jobs are found, while emphasizing the progress made by Germany—an EU member state with a strong economy that has successfully transitioned from nuclear and fossil fuel sources to environmentally friendly renewable energy sources—in terms of the green economy and green jobs, as well as highlighting whether there is potential for green jobs worldwide and what needs to be done. The findings of this study reveal the necessity of strengthening the green economy as a social policy instrument, underscore the importance of skill development and vocational education and training programmes and demonstrate the need for the implementation of social security mechanisms as well as the integration of Green Deal action plans.
