In this study, the
famous article The Study of Administration published by Woodrow Wilson in 1887
is aimed to be discussed from a different vantage point than the common
approaches. This article of Wilson is mostly approached in the academic
literature with regards to politics-administration dichotomy and the birth of
Public Administration discipline. In this study, Wilson's article is discussed
within the context of reform. It is emphasized that the main objective of
Wilson was not to herald the birth of the discipline of administration by
setting forth the dichotomy of Politics and Administration but rather to try to
transfer to his own country continental Europe's conception of administration.
In this study, the difference between Wilson's approach to Europe and
administrative reforms and that of the Ottoman state elite at that period of
time is touched upon. In this context, the reform approaches that Wilson set
forth in his article, The Study of Administration can be an important guiding
spirit for Turkey which has been experiencing a reform process for two hundred
years. Theoreticians and practitioners of Public Administration should
re-review this article in this context.
