Policies for International Students’ Education and Recommendations for Turkey

Abstract

Globalization mediated change and transformation in many fi elds. As globalization
caused dynamic transformations in economics, political foundations, sociocultural values,
science and technology, one of its most signifi cant eff ects is the increase in international
student mobility. International students are sources of economic growth and

human capital in the countries they reside. In this context developed countries compete
ruthlessly to increase the perceptage of international students and the developing ones
are struggling to take a larger portion from the market. When the economies of the
most preferred countries are studied it can be seen that they gather a large amount of
income from international students. Th is situation shows the strategic importance of
international students and the necessity of it to be handled as a government policy. Th is
study investigates the policies which pertain to the international students in developed
countries and puts forward recommendations for Turkey. It is thought that the recommendations
which can be sorted into four diff erent dimensions as university, communication
and promotion, structural changes and legal regulations will be benefi cial in
revision and enhancement of current policies.
