Kadınlara Karşı Ayrımcılığın Ortadan Kaldırılması Komitesi Genel Tavsiyelerinde Kadınların Siyasal Hakları

Abstract

Kadınlara Karşı Her Türlü Ayrımcılığın Ortadan Kaldırılmasına İlişkin Sözleşme (CEDAW)’nin, Sözleşmeden kaynaklanan özel bir denetim sistemi bulunmaktadır. CEDAW’ın denetim organı, CEDAW madde 17 ile kurulması öngörülen Kadınlara Karşı Ayrımcılığın Ortadan Kaldırılması Komitesi’dir. Kadınlara Karşı Ayrımcılığın Ortadan Kaldırılması Komitesi’nin kurulmasındaki temel amaç, CEDAW uygulamasında kaydedilen ilerlemenin değerlendirilmesidir. CEDAW’da düzenlenen denetim usullerinden biri de Komite’nin genel tavsiyeleridir. Kadınlara Karşı Ayrımcılığın Ortadan Kaldırılması Komitesi genel tavsiyeleri, kadınların siyasal hakları bakımından da ayrıntılı açıklamalar içermekte ve bu bağlamda taraf devletler için bir rehber niteliği taşımaktadır.
