Abstract

Özet:

Dış ticarete bakış açısına göre gelişmekte olan bir ülke, sanayileşme politikalarına yönelik olarak iki farklı yol izleyebilmektedir. Bunlardan ilki, korumacılığa dayanan ithal ikameci sanayileşme politikası; ikincisi de, uluslararası ekonomiyle bütünleşmeyi amaçlayan ihracata dayalı sanayileşme politikasıdır. Türkiye, ekonomisini kalkındırmak amacıyla her iki politikayı da uygulamıştır. Ülkemizde 1963 yılından itibaren uygulanan ithal ikameci sanayileşme politikaları yetersiz kalmaya başlayınca, 24 Ocak 1980 tarihindeki İstikrar Programı çerçevesinde alınan karar ile ihracata dayalı sanayileşme politikası benimsenmiştir. Söz konusu politikaların yarattığı olumlu gelişmeler sonucunda, Türkiye’nin ihracat hacminde önemli düzeyde artışlar gerçekleşirken; ihracat ürün kompozisyonu da değişikliğe uğramıştır. Bu değişime en iyi kanıt ise; ekonomik yapı içerisindeki en önemli sanayi dallarından imalat sanayinin ihracat kaleminde görülen inanılmaz gelişimdir.

 

Abstract:

According to foreign trade perspective, a developing country can follow two different paths aimed at industrialization policies. The first one is import substitution industrialization based on protectionism; the second one is the policy of export-oriented industrialization aimed at integration in the international economy. Turkey applied both of these policies for developing its economy. When the import substitution industrialization policies that have been applied in our country since 1963 started to be inadequate, export-oriented industrialization policy was adopted with the decision taken within the framework of the Stabilization Program on January 24^th 1980. While the significant increases were performed in Turkey’s export volume as a result of positive developments created by these policies, the composition of export products has changed. The best evidence of this change is incredible progress that is seen in export item of manufacturing industry which is one of the most important industrial sectors in the economic structure.
