Abstract

21. Yüzyılda göç edenler daha iyi yaşam şartlarını elde etme umudunu taşırken, vardıkları ülkelerdeki ev sahibi toplumlar göç olgusunun etkilerini toplumun tüm alanlarında hissetmektedir. Bu çalışma, eşitsizlik ve şiddet arasındaki ilişkinin dinamiklerinin sığınmacı-göçmenler üzerinden incelenmesini amaçlamaktadır. Bu bağlamda, ilk olarak eşitsizlik ve şiddet olgusu ele alınmıştır. İkinci kısımda, sığınmacı ve göçmen statülerine madun kavramı üzerinden yaklaşılmıştır. Tartışma kısmında, güvenlik politikaları odaklı bir bakışla sığınmacılar-göçmenler ile ev sahibi toplum arasındaki eşitsizlik ve şiddet ilişkisinde oluşan baskı incelenmiştir. Bu çerçevede akıbetin belirsizliği, uyum politikalarının başarısı ve misafirliğin süresinin uzamasının iki grup üzerindeki baskısı belirleyici olmuştur. Bu baskının analizi üç düzeyli bir çerçevede bireysel, toplumsal ve milli güvenlik tehditleri ve hassasiyetleri bağlamında yapılmıştır. Neticede, sığınmacı ve düzensiz göçmenler mekân ve statülerine bağlı olarak oluşan baskının yönetiminde birbirinden farklı etkiler barındırmaktadır. Sığınmacı-göçmen ile ev sahibi toplum ilişkisi odağında kamu güvenliğinin sürdürülmesindeki çok düzeyli göç ve güvenlik yönetimi ihtiyacı artık bir tercihin ötesinde zorunluluk haline gelmiştir.

AN APPROACH TO THE LINK BETWEEN INEQUALITY AND VIOLENCE THROUGH MIGRATION AND SECURITY DEBATE

Abstract

In the 21st century, while immigrants strive for better living standards, host societies, in which immigrants arrive, feel the effects of migration in all vessels of society. This study aims to look deeper into the dynamics of the relationship between inequality and violence through the lens of asylum seekers and immigrants. Within this framework, the first part examines the definition and scope of inequality and violence. In the second part, the status of asylum seekers and immigrants is given with the subaltern concept. The tension over the interaction of inequality and violence between asylum seekers and immigrants and the host society has been examined in the discussion part from a security-focused policy perspective. In these circumstances, the pressure on the two groups is analyzed due to the uncertainty of the future, the success of integration policies, and protracted accommodation. Within a three-level framework, this pressure has been studied through levels of individual, social, and national security threats and vulnerabilities. As a result, asylum seekers and irregular migrants have different impacts on the management of repression depending on their location and status. The multi-level migration and security management on the asylum seeker-immigrant and host society issue is not an alternative but a mandatory one.
